Notice of Hearing
The Wisconsin Department of Natural Resources (DNR) announces that it will hold a public hearing on a permanent rule to amend s. NR 45.05 (3) (h), relating to property management regulations; and to repeal and recreate s. NR 45.03 (16), 45.05 (5), and ch. NR 65, and to create ch. NR 65, relating to the off-highway motorcycle program, at the time and place shown below.

Rule Information: This rule package establishes standards for the implementation of an off-highway motorcycle (OHM) program, including safety, enforcement, and trail grant programs. This rule defines OHM terms not included in s. 23.335 (1), Stats., creates a purpose section, clarifies registration and trail pass procedures, and contains other administrative procedures needed for implementation.

Appearances at the Hearing and Submittal of Written Comments
The public has the opportunity to testify at the hearing. Registration will take place at the hearing by completing a Hearing Appearance form, which will be available at each hearing location. Comments on the proposed rule must be received on or before Monday, September 30, 2019. The Hearing Appearance form also can be used for submitting a written comment at the hearing. Written comments may be submitted by U.S. mail, fax, E-mail, or through the Internet and will have the same weight and effect as oral statements presented at the public hearing.
