Notice regarding the effective date of entry-level commercial motor vehicle driver training requirements
2021 Wisconsin Act 152, section 16 (1), requires the Department of Transportation to notify the Legislative Reference Bureau of the date on which Federal Motor Carrier Safety Administration (FMCSA) regulations relating to Entry-Level Driver Training (ELDT) for commercial driver licenses take effect. 2021 Wisconsin Act 152, section 17 (1), provides that the changes in the act1 take effect on the aforementioned date, and section 16 (1) requires the Legislative Reference Bureau to publish a notice in the Wisconsin Administrative Register specifying that date.
In a letter dated March 17, 2022, the Department of Transportation notified the Legislative Reference Bureau that the ELDT requirements created by FMCSA became effective on February 7, 2022. Therefore, pursuant to 2021 Wisconsin Act 152, section 17 (1), the changes made by 2021 Wisconsin Act 152 became effective February 7, 2022.
1 The changes in 2021 Wisconsin Act 152, sections 1 to 15, integrate these entry-level driver training requirements into the statutes governing the Department of Transportation's issuance of CDLs.
