PUBLIC NOTICE
Application for Waiver of Requirements under the Every Student Succeeds Act
Pursuant to Section 1003(a) of the Every Student Succeeds Act, the Wisconsin Department of Public Instruction (WDPI) is submitting a request for a waiver to extend the period of availability of Federal Fiscal Year 2021 Title I, Part A funds through September 30, 2024.
These funds are reserved specifically to support schools identified for Comprehensive Support and Improvement (CSI), Targeted Support and Improvement (TSI), and Additional Targeted Support and Improvement (ATSI). The WDPI has planned for the use of these funds, including the cycle of new identifications which would result in greater numbers of schools being identified and needing access to this funding. However, the COVID-19 pandemic has disrupted identification timelines, and, per previously approved waivers, the WDPI will identify the third cohort of CSI schools in the 2023-24 school year, based on assessments from the Spring of 2022. The WDPI is requesting this waiver to extend the period of availability of FFY 2021 funds so that there will be funding available for these newly identified schools to engage in the school improvement planning process described in Wisconsin’s ESSA State Plan. This extension of the period of availability will also allow for ESSA-identified schools to continue with their school improvement plans.
As required under the waiver process, the state educational agency must provide the public with notice of and the opportunity to comment on this request.
