Notice of Hearing
The Department of Natural Resources announces that it will hold a public hearing on an permanent rule to revise chs. NR 8, 10, 11, 12, 17, 18, 19 and 27, relating to the 2021 Bureau of Wildlife Management housekeeping rule at the time and place shown below.

Rule Information:
These rule changes are proposed to update administrative code language to correct inconsistencies, update outdated language, and provide clarification when appropriate. This rule package will amend regulations for hunting and trapping, found in chs. NR 8, 10, 11, 12, 17, 18, 19, and 27 Wis. Admin. Code
Specifically, these rules would:
1.
Update the scientific name of species listed in code to the new correct name.
2.
Clarify that free bonus farmland antlerless deer permits must be used on private land.
3.
Change the definition of a muzzleloading rifle to better reflect advances in technology.
4.
Clarify the license requirements for bear damage shooting permits.
5.
Update the list of animals causing damage or nuisance that may be live-trapped and relocated without written authorization from the department.
6.
Clarify the bag limit for turkeys during the youth season.
7.
Align code with statute to ensure the appropriate scientific collector or research license is being issued in the correct scenario.
8.
Adjust refuge boundaries to reflect recently acquired property.
9.
Removes refences to backtags which is prohibited in statute for certain species.
10.
Update the definition of wildlife-related violation to include the invasive species violations.

Appearances at the Hearing and Submittal of Written Comments
The public has the opportunity to testify at the hearing. Registration will take place at the hearing by completing a Hearing Appearance form, which is available here. Pre-registration is strongly encouraged if you plan to provide spoken comments during the hearing. To pre-register, please download and complete the fillable Hearing Appearance form and send it to scottr.karel@wisconsin.gov.
Comments on the proposed rule must be received on or before June 15, 2023. Written comments may be submitted by U.S. mail, E-mail, or through the internet and will have the same weight and effect as oral statements presented at the public hearing.

Initial Regulatory Flexibility Analysis: No economic impacts are anticipated. The hunting season frameworks proposed in this rule will be comparable to those in place during the previous season. These rules are applicable to individual hunters and impose no compliance or reporting requirements for small business, nor are any design or operational standards contained in the rule.
