The Department of Natural Resources (DNR) announces that it will hold a public hearing on a permanent rule to revise chs. NR 1, 11, 45, 51, 115 and 116, relating to DNR property management regulations, at the time and place shown below.

Rule Information:
Rules for the management and activities on lands under the authority of the Department of Natural Resources are established to ensure effective management and appropriate public access and use. These regulations are important to ensure reasonable access, resource protection and visitor safety. Proposals seek to update fee structures, improve rule clarity, provide camping guidance, resolve health and safety issues, and address a variety of general and property-specific uses governed by the rule.

For the hearing or visually impaired, non-English speakers, or those with other personal circumstances which might make communication at the meeting/hearing difficult, DNR will, to the maximum extent possible and with reasonable advance notice, provide aids including an interpreter, or a non-English, large-print, or recorded version of hearing documents. Appearances at the Hearing and Submittal of Written Comments:
The public has the opportunity to testify at the hearing. Registration is required and can be accomplished by completing a hearing appearance form, which is available at the virtual location link shown above (https://us02web.zoom.us/webinar/register/WN_lcQOKSHeRB6AD3boIedyzQ). Hearing participants may register at any time up until the hearing is concluded and are encouraged to do so prior to the hearing start time (4:30 p.m. on December 5, 2023).
Comments on the proposed rule must be received on or before December 10, 2023. Written comments may be submitted by U.S. mail, E-mail, or through the internet and will have the same weight and effect as oral statements presented at the public hearing.

Initial Regulatory Flexibility Analysis:
No significant economic or fiscal impacts are anticipated. These rules primarily establish guidance for the activities of individual visitors to department managed properties such as state parks, trails, forests, recreation and wildlife or fisheries management areas. These rules impose no compliance or reporting requirements nor any design or operational standards. In cases where a business or other organization chooses to apply to hold a special event, conduct commercial use, or engage in other special property use on department lands, the economic impact is anticipated to be minimal because the total costs for an application can be controlled by the applicant and offset by revenues (to the applicant) for the use.
