NOTICE OF PUBLIC HEARING AND COMMENT PERIOD
The Department of Agriculture, Trade and Consumer Protection announces that it will hold a public hearing on Emergency Rule EmR2316 and Emergency Rule EmR2317 relating to providing crop insurance rebates for cover crops and creating a commercial nitrogen optimization pilot program, at the time and place shown below.
EmR2316 implements the crop insurance premium rebates for planting cover crop program created under s. 92.14 (17) Stats. The Department of Agriculture, Trade and Consumer Protection is authorized to provide rebates in the amount of $5 for each acre of a cover crop planted for crop insurance premiums paid on those acres.
EmR2317 implements the commercial nitrogen optimization pilot project program created under s. 92.14 (16) Stats. The Department of Agriculture, Trade and Consumer Protection is authorized to make grants for nitrogen optimization pilot projects conducted in collaboration with a University of Wisconsin System (UWS) institution.

Appearances at the Hearing and Submittal of Written Comments
Interested persons are invited to appear at the hearing and will be afforded the opportunity to make an oral presentation of their positions. Persons making oral presentations are requested to submit their written comments. Initial Regulatory Flexibility Analysis
EmR2316 will have no adverse effect on small business. Because participation in the program is voluntary, there will be no negative economic impact produced by the rule. The proposed rule will enable the Department to provide rebates to producers who plant cover crops. Grant funds should positively impact businesses that utilize cover crops.
EmR2317 will have no adverse effect on small business. Because participation in the program is voluntary, there will be no negative economic impact produced by the rule. EmR2317 will enable the department to provide grants to agricultural producers to voluntarily participate in commercial nitrogen optimization pilot projects. Grant funds should positively impact businesses that provide goods and services used in activities under this rule.
