1995 WISCONSIN ACT 246
An Act to amend 20.866 (2) (s) and 20.866 (2) (t); and to repeal and recreate 20.866 (2) (s) and 20.866 (2) (t) of the statutes; relating to: bonding authority for the University of Wisconsin System instructional technology improvements and granting bonding authority.
The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:
246,1 Section 1 . 20.866 (2) (s) of the statutes, as affected by 1995 Wisconsin Act 27, section 1160g, is amended to read:
20.866 (2) (s) University of Wisconsin; academic facilities. From the capital improvement fund, a sum sufficient for the board of regents of the university of Wisconsin system to acquire, construct, develop, enlarge or improve university academic educational facilities and facilities to support such facilities. The state may contract public debt in an amount not to exceed $728,814,300 $732,814,300 for this purpose.
246,2 Section 2 . 20.866 (2) (s) of the statutes, as affected by 1995 Wisconsin Acts 27, section 1160h, and .... (this act), is repealed and recreated to read:
20.866 (2) (s) University of Wisconsin; academic facilities. From the capital improvement fund, a sum sufficient for the board of regents of the university of Wisconsin system to acquire, construct, develop, enlarge or improve university academic educational facilities and facilities to support such facilities. The state may contract public debt in an amount not to exceed $740,111,300 for this purpose.
246,3 Section 3 . 20.866 (2) (t) of the statutes, as affected by 1995 Wisconsin Act 27, section 1160r, is amended to read:
20.866 (2) (t) University of Wisconsin; self-amortizing facilities. From the capital improvement fund, a sum sufficient for the board of regents of the university of Wisconsin system to acquire, construct, develop, enlarge or improve university self-amortizing educational facilities. The state may contract public debt in an amount not to exceed $364,381,600 $360,381,600 for this purpose. Of this amount, $4,500,000 is allocated only for the university of Wisconsin-Madison indoor practice facility for athletic programs and only at the time that ownership of the facility is transferred to the state.
246,4 Section 4 . 20.866 (2) (t) of the statutes, as affected by 1995 Wisconsin Acts 27, section 1160s, and .... (this act), is repealed and recreated to read:
20.866 (2) (t) University of Wisconsin; self-amortizing facilities. From the capital improvement fund, a sum sufficient for the board of regents of the university of Wisconsin system to acquire, construct, develop, enlarge or improve university self-amortizing educational facilities. The state may contract public debt in an amount not to exceed $373,781,600 for this purpose. Of this amount, $4,500,000 is allocated only for the university of Wisconsin-Madison indoor practice facility for athletic programs and only at the time that ownership of the facility is transferred to the state.
246,5 Section 5. Nonstatutory provisions; building commission.
(1) UW System instructional technology improvements.
(a) General fund supported borrowing. In 1995 Wisconsin Act 27, section 9108 (1) (m) 1., under projects financed by general fund supported borrowing, the amount authorized for UW System instructional technology improvements is increased from $4,500,000 to $8,500,000 and the appropriate totals are adjusted accordingly.
(b) Any revenue source. In 1995 Wisconsin Act 27, section 9108 (1) (m) 1m., under projects financed by moneys appropriated to the agency from any revenue source, the 1995-97 state building program project identified as UW System instructional technology improvements is deleted and the appropriate totals are decreased accordingly.
246,6 Section 6 . Effective date.
(1) Bonding authorizations. The repeal and recreation of section 20.866 (2) (s) and (t) of the statutes takes effect on July 1, 1997.
