(11s) (a) The department shall request a waiver from the secretary of
4the federal department of health and human services to permit the application of
5pars. (b) to (d) beginning on January 1, 1996. The waiver may request permission
6to apply pars. (b) to (d) to all recipients of aid under".

8"(bm) 1. Instead of the earned income disregards in sub. (5) (a) 2., 4. and 4m.
9and (am), the department shall apply the earned income disregard in subd. 2. in
10determining the payment amount under sub. (11) (a) and in determining eligibility
11under this section of a person, if the person received benefits under this section in
12one of the 4 months before he or she applies for benefits.

2. For a person described in subd. 1., the department shall disregard $200 of
14earned income plus an amount equal to 50% of the person's remaining income that
