(4m) (a) From the amounts appropriated under s. 20.395 (1) (bq),

(4m) (ar) The department shall make supplemental payments of state
10aid from the appropriation under s. 20.395 (1) (bq) to each applicant within an urban
11area having a population as shown in the 1990 federal decennial census of at least
1250,000 and meeting the federal definition of urbanized area for the purpose of federal
13mass transit aid. Notwithstanding pars. (a) and (em) 1., the sum of the state aid
14allocations made to an applicant under this paragraph and par. (a) may exceed the
15percentage of projected operating expenses specified in pars. (a) and (em) 1.,
1proportionately distributed to each eligible applicant, as determined by the
2department.
