Aid to Wisconsin Lake Schooner Education Association. From the
19appropriation under section 20.505 (1) (gm) of the statutes, as created by this act, the
20department of administration shall provide financial assistance in an amount not to
21exceed $200,000 to the Wisconsin Lake Schooner Education Association for the
22construction of a tall sailing ship to represent this state as a part of the
23sesquicentennial of Wisconsin statehood in 1998. The department shall provide the
24assistance authorized under this subsection upon written agreement with the
1Wisconsin Lake Schooner Education Association to use the assistance for the
2purpose specified in this subsection. The agreement shall permit the Wisconsin Lake
3Schooner Education Association to be reimbursed for expenses incurred prior to the
4effective date of this subsection. This subsection does not apply after May 31, 1999,
5or after the date on which the governor notifies the director of the historical society
6of acceptance of the report under section 14.26 (6) of the statutes, as affected by this
7act, whichever is later.".

(13p) Educational technology hardware and software purchases. The
23technology for educational achievement in Wisconsin board shall use the procedure
24under section 227.24 of the statutes to propose emergency rules establishing
1standards and specifications for purchases of educational technology hardware and
2software by school districts, cooperative educational service agencies, technical
3college districts and the board of regents of the University of Wisconsin System under
4section 44.71 (2) (g) of the statutes, as created by this act. Prior to promulgation of
5emergency rules under this subsection, the board shall submit the proposed
6emergency rules to the cochairpersons of the joint committee on finance. If the
7cochairpersons of the committee do not notify the board that the committee has
8scheduled a meeting for the purpose of reviewing the proposed emergency rules
9within 14 working days after the date of the board's submittal, the board shall
10promulgate the emergency rules as proposed by the board. If, within 14 working days
11after the date of the board's submittal, the cochairpersons of the committee notify the
12board that the committee has scheduled a meeting for the purpose of reviewing the
13proposed emergency rules, the board shall promulgate the emergency rules only
14upon approval of the committee. Notwithstanding section 227.24 (1) (a) and (2) (b)
15of the statutes, the board need not provide evidence of the necessity of preserving the
16public peace, health, safety or welfare in promulgating rules under this subsection.
17Notwithstanding section 227.24 (3) of the statutes, no statement is required to be
18filed with such emergency rules.".

(13g) University of Wisconsin System real estate study. The department of
21administration shall contract with a private consulting firm to study the
22introduction of a value-based approach to the management of real estate under the
23jurisdiction of the board of regents of the University of Wisconsin System, and the
24planning, design, authorization and approval processes for construction projects on
1such real estate. In the study, the contractor shall assess a sample portion of existing
2real estate managed by the board of regents, other than at the University of
3Wisconsin-Madison, which shall include at least 1,000,000 but not more than
42,000,000 square feet of interior space in buildings utilized for various purposes,
5including administrative, instructional and recreational purposes. The contractor
6shall assess the existing processes for management of the real estate and for
7planning, design, authorization and approval of construction projects on the real
8estate and shall also assess an alternative approach for these processes using a
9value-based analysis. The contractor shall then compare the 2 approaches,
10determine possible changes in the current approach from which the state could
11realize savings and project the estimated amount of savings that would be realized.
12The contractor shall include in its study an analysis of whether the board of regents
13is scheduling classes in such a manner as to permit the state to obtain the greatest
14possible value for its investment in instructional facilities under the management
15of the board.".

Department of administration reports. If the secretary of administration

5under the heading "Summary of Compensation Reserves -- All Funds" in the
6summary schedule under section 20.005 (1) of the statutes, the secretary shall
7submit a report to the cochairpersons of the joint committee on finance indicating the
8amount by which the secretary estimates that the total amount to be expended will
9exceed the amount in the summary schedule.

11committee on finance do not notify the secretary of administration that the
12committee has scheduled a meeting for the purpose of reviewing a report submitted

14there is lapsed from the appropriation account under section 20.865 (4) (a) of the
15statutes to the general fund an amount equal to the lesser of the amount specified
16in the report or the amount available under paragraph (a) for lapses for that fiscal
17year. If, within 14 working days after the date of the report's submittal, the
18cochairpersons of the committee notify the secretary that the committee has
19scheduled a meeting for the purpose of reviewing the report, the committee may
20direct the secretary to lapse an amount determined by the committee from the
21appropriation account under section 20.865 (4) (a) of the statutes to the general fund,
22not to exceed the amount available under paragraph (a) for lapses for that fiscal
23year.".

81, 1997, do not receive funding for staff under the nonpoint source water pollution
9abatement program under section 281.65 of the statutes. The department of
10agriculture, trade and consumer protection and the department of natural resources
11shall develop a plan for distributing the funding to counties and shall submit the plan
12to the land and water conservation board for approval.".

8expire in 1998 for pesticide applicators certified in the categories of forest pest
9control, ornamental and turf pest control or right-of-way pest control. The
10department may extend the certifications without requiring retesting under section
1194.705 (2) of the statutes.".

17emergency rules may remain in effect until January 1, 1999, or the date on which
18permanent rules take effect, whichever is sooner. Notwithstanding section 227.24

9project over funding unenumerated minor projects.

10(b) If the building commission approves the Nash Auto Museum project, the
11building commission shall authorize the contracting of public debt under section
1220.866 (2) (z) of the statutes, as affected by this act, for the purpose of making a
13payment to the Kenosha Historical Society to provide facilities suitable for the
14maintenance, storage and display of its collection of Nash automobiles and other
15historical materials. The total amount of the payments under this paragraph shall
16be determined by the building commission, but shall not exceed the lesser of the
17amount enumerated in the state building program for the project under existing
18general fund supported borrowing or 12.5% of the cost of the project. The building
19commission may not make payments under this paragraph unless the department
20of administration has reviewed and approved the plans for the project.
21Notwithstanding sections 16.85 (1) and 16.855 (1) of the statutes, the department of
22administration shall not supervise any services or work or let any contract for the
23project. Sections 16.87 and 16.89 of the statutes do not apply to the project.".
