SENATE AMENDMENT 27, TO 1997 ASSEMBLY BILL 768

AB768-SA27,1,2 At the locations indicated, amend the bill, as shown by assembly substitute amendment 1, as follows:

AB768-SA27,1,4 1. Page 15, line 1: after "income;" insert "technical college for certain Wisconsin works participants;".

AB768-SA27,1,5 2. Page 134, line 5: before that line insert:

AB768-SA27,1,6 " Section 193dm. 49.147 (5m) of the statutes is created to read:

AB768-SA27,1,11 49.147 (5m) Postsecondary education. (a) To the extent permitted under section 103 of P.L. 104-193, and except as provided in par. (bL), a participant under sub. (4) or (5) may elect to participate in a self-initiated technical college education program as part of a community service job placement or transitional placement if all of the following requirements are met:

AB768-SA27,2,2 1. The Wisconsin works agency, in consultation with the community steering committee established under s. 49.143 (2) (a) and the technical college district board, determines that the technical college education program is likely to lead to employment.

AB768-SA27,2,5 2. The participant maintains full-time status in the technical college education program, as determined by the technical college that the participant attends, and regularly attends all classes.

AB768-SA27,2,7 3. The participant maintains a grade point average of at least a 2.0, or the equivalent as determined by the technical college.

AB768-SA27,2,9 4. The participant is employed or engages in work under a community service job or transitional placement for at least 15 hours per week.

AB768-SA27,2,14 (b) No Wisconsin works agency may require a participant under this subsection to be employed or engage in work under a community service job or transitional placement for more than 15 hours per week. For the purposes of s. 49.148 (1) (b) and (c), a Wisconsin works agency shall consider a participant under this subsection to have met the hours of participation requirement under sub. (4) or (5).

AB768-SA27,2,17 (bL) A participant may participate under this subsection for the duration of the technical college education program, except that the participant may not participate under this subsection for more than 2 years.

AB768-SA27,2,21 (c) The Wisconsin works agency shall work with the community steering committee established under s. 49.143 (2) (a) and the technical college district board to monitor the participant's progress in the technical college education program and the effectiveness of the program in leading to employment.".
