ASSEMBLY AMENDMENT 31, TO 1997 SENATE BILL 315

SB315-AA31,1,2 At the locations indicated, amend the bill, as shown by senate substitute amendment 2, as follows:

SB315-AA31,1,3 1. Page 2, line 7: delete "an appropriation" and substitute "appropriations".

SB315-AA31,1,4 2. Page 3, line 18: after that line insert:

SB315-AA31, s. 5x Section 5x. 20.435 (1) (dg) of the statutes is created to read:

SB315-AA31,2,4 20.435 (1) (dg) Health care information; pilot project. The amounts in the schedule for collection of outpatient data under the pilot project under 1997 Wisconsin Act .... (this act), section 65 (3).

SB315-AA31, s. 5y Section 5y. 20.435 (1) (dg) of the statutes, as created by 1997 Wisconsin Act .... (this act), is repealed.".

Each".

SB315-AA31,3,11 153.60 Funding operations of department and board. (1) The department shall, by the first October 1 after the commencement of each fiscal year, estimate the total amount of expenditures under this chapter for the department and the board for that fiscal year for data collection, data base development and maintenance, generation of data files and standard reports, orientation and training provided under s. 153.05 (9) and maintaining the board.

SB315-AA31,3,18 (2m) The department shall assess the estimated total amount for that fiscal year, as established in sub. (1), that relates directly to hospitals and ambulatory surgery centers to hospitals in proportion to each hospital's respective gross private-pay patient revenues during the hospital's most recently concluded entire fiscal year and to ambulatory surgery centers. Each hospital and ambulatory surgery center shall pay the assessment on or before December 1. All payments of assessments shall be deposited in the appropriation under s. 20.435 (1) (hg).

SB315-AA31,4,4 (3m) The department shall establish fees for the provision of reports under ss. 153.10, 153.15, 153.20, 153.25, 153.30 and 153.35 and the consumer guide under s. 153.21. The amounts of the fees in each fiscal year shall equal the estimated total amount of expenditures under this chapter, as established under sub. (1), less the amounts assessed under sub. (2) and less the estimated total amount to be received for purposes of administration of this chapter under s. 20.435 (1) (hi) during the fiscal year and the unencumbered balance, if any, of the amount received for purposes of administration of this chapter under s. 20.435 (1) (hi) from the prior fiscal year. The department shall deposit the fees paid under this subsection into the appropriation account under s. 20.435 (1) (hg).".

SB315-AA31,4,16 "(3p) Pilot project for outpatient data collection. From the appropriation account under section 20.435 (1) (dg) of the statutes, as created by this act, the department of health and family services shall, as a pilot project, provide payment to collect outpatient health care data from health care providers, as defined in section 153.01 (4t) of the statutes, as created by this act. No encumbrances or expenditures may be made under this subsection after June 30, 1999.".
