Section 49c. 153.60 of the statutes, as affected by 1997 Wisconsin Act .... (this
5act), is repealed and recreated to read:

6153.60 Funding operations of department and board. (1) The
7department shall, by the first October 1 after the commencement of each fiscal year,
8estimate the total amount of expenditures under this chapter for the department and
9the board for that fiscal year for data collection, data base development and
10maintenance, generation of data files and standard reports, orientation and training
11provided under s. 153.05 (9) and maintaining the board.

12(2m) The department shall assess the estimated total amount for that fiscal
13year, as established in sub. (1), that relates directly to hospitals and ambulatory
14surgery centers to hospitals in proportion to each hospital's respective gross
15private-pay patient revenues during the hospital's most recently concluded entire
16fiscal year and to ambulatory surgery centers. Each hospital and ambulatory
17surgery center shall pay the assessment on or before December 1. All payments of
18assessments shall be deposited in the appropriation under s. 20.435 (1) (hg).

19(3m) The department shall establish fees for the provision of reports under ss.
20153.10, 153.15, 153.20, 153.25, 153.30 and 153.35 and the consumer guide under s.
21153.21. The amounts of the fees in each fiscal year shall equal the estimated total
22amount of expenditures under this chapter, as established under sub. (1), less the
23amounts assessed under sub. (2) and less the estimated total amount to be received
24for purposes of administration of this chapter under s. 20.435 (1) (hi) during the fiscal
1year and the unencumbered balance, if any, of the amount received for purposes of
2administration of this chapter under s. 20.435 (1) (hi) from the prior fiscal year. The
3department shall deposit the fees paid under this subsection into the appropriation
4account under s. 20.435 (1) (hg).".

(3p) Pilot project for outpatient data collection. From the appropriation
12account under section 20.435 (1) (dg) of the statutes, as created by this act, the
13department of health and family services shall, as a pilot project, provide payment
14to collect outpatient health care data from health care providers, as defined in section
15153.01 (4t) of the statutes, as created by this act. No encumbrances or expenditures
16may be made under this subsection after June 30, 1999.".

(1m) The repeal of section 20.435 (1) (dg) of the statutes and the repeal and
19recreation of sections 20.435 (1) (hg) and 153.60 of the statutes take effect on July
201, 1999.".
