1An Act to create 49.147 (5m) of the statutes;
relating to: technical college for
2certain Wisconsin works participants.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:

(5m) Postsecondary education. (a) To the extent permitted under
5section 103 of P.L.
104-193, and except as provided in par. (bL), a participant under
6sub. (4) or (5) may elect to participate in a self-initiated technical college education
7program as part of a community service job placement or transitional placement if
8all of the following requirements are met:

1. The Wisconsin works agency, in consultation with the community steering
10committee established under s. 49.143 (2) (a) and the technical college district board,
11determines that the technical college education program is likely to lead to
12employment.

12. The participant maintains full-time status in the technical college education
2program, as determined by the technical college that the participant attends, and
3regularly attends all classes.

3. The participant maintains a grade point average of at least a 2.0, or the
5equivalent as determined by the technical college.

4. The participant is employed or engages in work under a community service
7job or transitional placement for at least 15 hours per week.

(b) No Wisconsin works agency may require a participant under this subsection
9to be employed or engage in work under a community service job or transitional
10placement for more than 15 hours per week. For the purposes of s. 49.148 (1) (b) and
11(c), a Wisconsin works agency shall consider a participant under this subsection to
12have met the hours of participation requirement under sub. (4) or (5).

(bL) A participant may participate under this subsection for the duration of the
14technical college education program, except that the participant may not participate
15under this subsection for more than 2 years.

(c) The Wisconsin works agency shall work with the community steering
17committee established under s. 49.143 (2) (a) and the technical college district board
18to monitor the participant's progress in the technical college education program and
19the effectiveness of the program in leading to employment.
