AB133-ASA1-CA1,785,10 51. Application may be made by any association, by any county, municipality or
6group of municipalities in this state which has a population of 20,000 or more,
7according to the 1990 federal decennial census, or by any county, municipality or
8group of municipalities in this state which can demonstrate that a substantial
9portion of the population of the county, municipality or group is hard to enumerate.
10In this subdivision, "hard to enumerate" populations include:
AB133-ASA1-CA1,785,11 11a. Racial and ethnic minorities.
AB133-ASA1-CA1,785,12 12b. Individuals for whom English is not their primary language.
AB133-ASA1-CA1,785,13 13c. Homeless individuals.
AB133-ASA1-CA1,785,14 14d. Migrant workers.
AB133-ASA1-CA1,785,15 15e. Residents of public housing projects or other concentrations of rental units.
AB133-ASA1-CA1,785,17 16f. Individuals who may be outside the mainstream of daily life, such as
17homebound, elderly or disabled individuals.
AB133-ASA1-CA1,785,18 18g. Student populations.
AB133-ASA1-CA1,785,20 192. Applications shall be received by the department no later than the 30th day
20after the effective date of this subsection in order to qualify for a grant.
AB133-ASA1-CA1,785,23 213. The department shall announce awards of grants on or before the 15th day
22after the application deadline specified in subdivision 2. The department shall make
23payment of 60% of each grant at the time of award.
AB133-ASA1-CA1,785,24 244. No costs incurred after June 1, 2000, are eligible to be paid from a grant.
AB133-ASA1-CA1,786,5
15. a. The department shall make grants on a matching basis, but no grant may
2exceed $200,000, except as authorized under subdivision 5. b. If the total amount of
3the grants payable exceeds the moneys available in the appropriation under section
420.505 (1) (e) of the statutes, as created by this act, the department shall adjust
5amounts of the grants on a prorated basis.
AB133-ASA1-CA1,786,21 6b. If, after the department awards all grant moneys for which the department
7has qualifying applications, there remain unencumbered moneys in the
8appropriation under section 20.505 (1) (e) of the statutes, as created by this act, the
9department may award additional grant moneys to any original qualified applicants
10who apply to receive additional grant moneys. In distributing additional grant
11moneys, the department shall apportion the moneys on a prorated basis in
12accordance with the amounts awarded to each applicant originally, up to the amount
13of additional moneys matched by the applicant as provided in subdivision 5. a., but
14not to exceed a total grant of $250,000 to a single applicant. If, after additional grants
15are awarded under this subdivision, there remain unencumbered moneys in the
16appropriation under section 20.505 (1) (e) of the statutes, as created by this act, the
17department may award additional grants on the same basis as provided under this
18subdivision until all unencumbered moneys in the appropriation under section
1920.505 (1) (e) of the statutes are exhausted. For purposes of apportionment of any
20such additional grant moneys, the department shall exclude any amount paid to a
21recipient that received the maximum grant permitted under this subdivision.
AB133-ASA1-CA1,787,4 226. Only direct costs are eligible to be paid from a grant. Such costs include
23personnel costs of staff specifically assigned to a census complete count promotion
24and the costs of office space, data processing, travel within the area covered by the
25grant, communications, media advertising, printing, postage and supplies directly

1attributable to a complete count promotion. Costs not eligible to be paid from a grant
2are equipment and property costs, application preparation costs, indirect costs, and
3any costs considered by the department to be inconsistent with the purposes of this
4subsection.
AB133-ASA1-CA1,787,6 57. Each grant application under subdivision 1. or 5. b. shall include all of the
6following:
AB133-ASA1-CA1,787,10 7a. A description of the geographic area covered by the grant application,
8including, except in the case of an association, the name of each county, municipality
9or municipality included within a group that is applying for a grant and the
10approximate total population of each such county and municipality.
AB133-ASA1-CA1,787,14 11b. The categories of populations targeted for the census promotional program,
12including the approximate number in each category. If populations other than those
13listed in subdivision 1. are identified, the application shall include an explanation
14of why the members of the population are hard to enumerate.
AB133-ASA1-CA1,787,17 15c. Activities planned to reach each of these populations, including tentative
16schedules, source of staff and number of anticipated staff, and materials and other
17information which would provide a clear understanding of the promotional program.
AB133-ASA1-CA1,787,18 18d. Identification of costs related to subdivision 7. c.
AB133-ASA1-CA1,787,20 19e. The amount of the grant requested and the sources and amounts of matching
20funds.
AB133-ASA1-CA1,787,21 21f. A plan for the final accounting and evaluation of the promotional program.
AB133-ASA1-CA1,787,24 22g. The signature of the highest ranking official of each county, municipality or
23association making application for the grant or of each municipality included within
24a group making application for the grant.

1h. If the application is made by an applicant other than a single county or
2municipality, the name and title of the project coordinator who is responsible for the
3overall effort.
AB133-ASA1-CA1,788,5 48. The department may reject any application which does not appropriately
5meet all requirements of this subsection.
AB133-ASA1-CA1,788,13 69. Each grant recipient under this subsection shall provide for a final
7accounting and submit a report of the accounting together with its request for final
8payment to the department by July 15, 2000. The report shall be certified by the chief
9financial officer of the recipient, by a certified public accountant and the highest
10ranking official of the recipient, or, in the case of a group of municipalities, by such
11officer or accountant and official of each of the municipalities. The department shall
12make payment of the final 40% of the grant when the final accounting has been
13completed to its satisfaction.
AB133-ASA1-CA1,788,20 14(19wy) Statewide complete census count program. The department of
15administration shall, from the appropriation under section 20.505 (1) (a) of the
16statutes in fiscal year 1999-2000, conduct a statewide program to educate the public
17concerning federal census procedures and the importance of assuring a complete and
18accurate 2000 federal decennial census in this state. The department shall not
19encumber or expend any moneys for this purpose without the approval of the census
20education board.".
