13contract until the contract is modified or rescinded by the department of justice to
14the extent allowed under the contract.

15funded from the appropriation account under section 20.475 (1) (d) of the statutes by
16the first 3.0 positions to become vacant on or after the effective date of this
17subsection. The positions by which Waukesha County's allocation is reduced under
18this subsection shall be reallocated as follows:

22as created by this act, unless the department of administration has reviewed and
23approved the plans for the project. Notwithstanding sections 16.85 (1) and 16.855
24(1) of the statutes, the department of administration shall not supervise any services
1or work or let any contract for the project. Section 16.87 of the statutes does not apply
2to the project.".

(7tt) Highview building conversion approval. Notwithstanding section 13.48
7(10) (a) of the statutes, the building commission shall not approve construction work
8at the Highview building specified in subsection (7) for the purpose of converting that
9building to a correctional facility until the project is submitted to the electors of
10Chippewa County at a referendum. For this purpose, the building commission shall
11direct the county clerk of Chippewa County to place the question of approval of
12conversion of the building on the ballot at the next spring or general election
13occurring not sooner than 45 days after the directive, or at a special election to be held
14on a date specified by the commission not sooner than 45 days after the directive. The
15question to be submitted shall be: "Shall the State of Wisconsin convert the Highview
16building located at the Northern Wisconsin Center for the Developmentally Disabled
17to a medium security correctional institution?". If the question is approved by a
18majority of the electors voting in the referendum, the building commission may
19approve construction of the project specified in subsection (7). If the question is not
20so approved, the building commission shall not approve construction of the project
21specified in subsection (7) until the question is so approved.".

19subsection in determining whether to terminate, or to find grounds to terminate, the

24period before the effective date of the rules submitted under paragraph (a), but not
1to exceed the period authorized under section 227.24 (1) (c) and (2) of the statutes.
2Notwithstanding section 227.24 (1) (a), (2) (b) and (3) of the statutes, the department
3is not required to provide evidence that promulgating rules under this paragraph is
4necessary for the preservation of the public peace, health, safety or welfare and is not
5required to provide a finding of emergency for rules promulgated under this
6paragraph. The department shall promulgate rules under this paragraph no later
7than the 30th day after the effective date of this paragraph.

1620.143 (1) (fg) of the statutes, as affected by this act, the department of commerce
17shall make a grant of $12,500 in each of fiscal years 1999-2000 and 2000-01 to CAP
18Services, Inc., for providing technical assistance and management services to small
19businesses. The grants under this subsection shall be in addition to any grants
20awarded to CAP Services, Inc., under section 560.13 of the statutes, as affected by
21this act. Within 6 months after spending the full amount of each grant under this
22subsection, CAP Services, Inc., shall submit a report to the department of commerce
23detailing how the grant proceeds were used.".
