AB916-ASA1-AA4,1,11 At the locations indicated, amend the substitute amendment as follows:
AB916-ASA1-AA4,1,2 21. Page 1, line 3: delete "an appropriation" and substitute "appropriations".
AB916-ASA1-AA4,1,4 32. Page 1, line 3: after "program" insert "and a medical assistance outreach
4program".
AB916-ASA1-AA4,1,5 53. Page 2, line 1: delete lines 1 to 5 and substitute:

7outreach supplement.
A sum sufficient to supplement the appropriation under s.
820.435 (4) (bc) as provided in 1999 Wisconsin Act .... (this act), section 4 (1) and to

10Act .... (this act), section 4 (2).".

AB916-ASA1-AA4,2,102 (a) The joint committee on finance may transfer in the 1999-2001 fiscal
3biennium appropriated moneys from the general purpose revenue appropriation
4account of any state agency, as defined in section 20.001 (1) of the statutes, other than
5a sum sufficient appropriation account, to the appropriation account under section
620.435 (4) (bm) of the statutes for a medical assistance outreach program if the
7committee finds that the transfer will eliminate unnecessary duplication of
8functions, result in more efficient and effective methods for performing programs or
9more effectively carry out legislative intent, and that legislative intent will not be
10changed by the transfer.
AB916-ASA1-AA4,2,1511 (b) Notwithstanding paragraph (a) and section 13.101 (3) and (4) of the
12statutes, from the appropriation under section 20.865 (4) (d) of the statutes, the joint
13committee on finance may supplement in the 1999-2001 fiscal biennium the
14appropriation to the department of health and family services under section 20.435
15(4) (bm) of the statutes, for a medical assistance outreach program.".
