AB916-ASA1-AA4,1,1 At the locations indicated, amend the substitute amendment as follows:

AB916-ASA1-AA4,1,2 1. Page 1, line 3: delete "an appropriation" and substitute "appropriations".

AB916-ASA1-AA4,1,4 2. Page 1, line 3: after "program" insert "and a medical assistance outreach program".

AB916-ASA1-AA4,1,5 3. Page 2, line 1: delete lines 1 to 5 and substitute:

AB916-ASA1-AA4,1,10 "20.865 (4) (d) Badger care health care program and medical assistance outreach supplement. A sum sufficient to supplement the appropriation under s. 20.435 (4) (bc) as provided in 1999 Wisconsin Act .... (this act), section 4 (1) and to supplement the appropriation under s. 20.435 (4) (bm) as provided in 1999 Wisconsin Act .... (this act), section 4 (2).".

AB916-ASA1-AA4,2,1 "(2) Medical assistance outreach program supplement.

AB916-ASA1-AA4,2,10 (a) The joint committee on finance may transfer in the 1999-2001 fiscal biennium appropriated moneys from the general purpose revenue appropriation account of any state agency, as defined in section 20.001 (1) of the statutes, other than a sum sufficient appropriation account, to the appropriation account under section 20.435 (4) (bm) of the statutes for a medical assistance outreach program if the committee finds that the transfer will eliminate unnecessary duplication of functions, result in more efficient and effective methods for performing programs or more effectively carry out legislative intent, and that legislative intent will not be changed by the transfer.

AB916-ASA1-AA4,2,15 (b) Notwithstanding paragraph (a) and section 13.101 (3) and (4) of the statutes, from the appropriation under section 20.865 (4) (d) of the statutes, the joint committee on finance may supplement in the 1999-2001 fiscal biennium the appropriation to the department of health and family services under section 20.435 (4) (bm) of the statutes, for a medical assistance outreach program.".
