(8) Water resources research. Funds made available to the various
24state agencies for joint water resources research and data collection programs shall
1be administered and coordinated by the director of the water resources center of the
2University of Wisconsin-Madison. Such funds shall be made available, on

natural resources fish, wildlife, parks, and forestry and
5the department of environmental management, finds the proposed projects to be
6consistent with other state projects and the needs of the state. The director shall

20private laboratories to determine the average fee charged for each type of water
21quality test. Prior to conducting a water quality test, the laboratory shall notify the
22person seeking the water quality test whether state or federal law permits a private

(1) Annually by October 31, or within 10 days after receipt of the
6equalized valuations from the department of revenue, whichever is later, the district
7board may levy a tax, not exceeding 1.5 mills on the full value of the taxable property
8of the district, for the purpose of making capital improvements, acquiring equipment
9and operating and maintaining the schools of the district, except that the mill
10limitation is not applicable to taxes levied for the purpose of paying principal and
11interest on valid bonds or notes now or hereafter outstanding as provided in s. 67.035
12and except as provided under sub. (3). The district board secretary shall file with the
13clerk of each city, village and town, any part of which is located in the district, a
14certified statement showing the amount of the levy and the proportionate amount of
15the tax to be spread upon the tax rolls for collection in each city, village and town.
16Such proportion shall be ascertained on the basis of the ratio of full value of the
17taxable property of that part of the city, village or town located in the district to the
18full value of all taxable property in the district, as certified to the district board
19secretary by the department of revenue. Upon receipt of the certified statement from
20the district board secretary, the clerk of each city, village and town shall spread the
21amounts thereof upon the tax rolls for collection. When the taxes are collected, such
22amounts shall be paid by the treasurer of each city, village and town to the district
23board treasurer.

(3) (a) If a district board wishes to exceed the mill limit under sub. (1) in
2any year, it shall promptly adopt a resolution specifying the excess number of mills.
3The resolution shall be filed as provided in s. 8.37. The district board shall submit
4the resolution to the electors of the district for approval or rejection at a referendum.
5The referendum shall be held at the next succeeding spring primary or election or
6September primary or general election that is to be held not sooner than 42 days after
7the filing of the resolution of the district board. Within 10 days after adopting the
8resolution, the district board shall notify the board of the scheduled date of the
9referendum and submit a copy of the resolution to the board. The district board
10secretary shall certify the results of the referendum to the board within 10 days after
11the referendum is held.

(b) The district board secretary shall publish type A, B, C, D, and E notices of
13the referendum under s. 10.01 (2). Notwithstanding s. 10.01 (2) (a), the type A notice
14shall include a copy of the resolution under par. (a). Section 5.01 (1) applies in the
15event of failure to comply with the notice requirements of this paragraph.

(c) The referendum shall be held in accordance with chs. 5 to 12. The district
17board secretary shall provide the election officials with all necessary election
18supplies. The form of the ballot shall correspond substantially with the standard
19form for referendum ballots prescribed by the elections board under ss. 5.64 (2) and
207.08 (1) (a). The question submitted shall be whether the mill limit under sub. (1)
21may be exceeded by a specified number of mills. The mill limit otherwise applicable
22to the district under sub. (1) is increased by the number of mills approved by a
23majority of those voting on the question.".
