(32r) Debt increase for construction of the Discovery Place museum. 5(a) Subject to par. (b), the building commission may authorize $1,000,000 of general
6fund supported borrowing to aid in the construction of the Discovery Place museum
7as part of the Heritage museum in the city of Racine. The state funding commitment
8for the construction of the museum shall be in the form of a construction grant to the
9city of Racine. Before approving any state funding commitment for the museum and
10before awarding the construction grant under this paragraph, the building
11commission shall determine that the city of Racine has secured additional funding
12commitments of at least $1,000,000 from nonstate revenue sources.

1(b) If the building commission authorizes a grant to the city of Racine under par.
2(a) and if, for any reason, the facility that is constructed with funds from the grant
3is not used as a Discovery Place museum as part of the Heritage museum, the state
4shall retain an ownership interest in the facility equal to the amount of the state's
5grant.".

Recreation aid — recreational boating and other projects. As a
16continuing appropriation, the amounts in the schedule for recreational boating aids
17under s. 30.92, for the grant for Black Point Estate under s. 23.0962, for the Portage
18levee system and the Portage canal under s. 31.309, for development of a state park
19under s. 23.198, for funding for the Fox River Navigational System Authority under
20s. 237.08 (2),
for funding for a museum in Racine under s. 23.0963, and for the
21engineering and environmental study under s. 31.307.".

5improvement fund, a sum sufficient to provide a grant to the city of Racine, to aid in

7The state may contract public debt in an amount not to exceed $1,000,000 for this

Principal repayment, interest, and rebates; Discovery Place
12museum. A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal
13and interest costs incurred in financing the construction grant under s. 13.48 (32r),
14and to make the payments determined by the building commission under s. 13.488
15(1) (m) that are attributable to the proceeds of obligations incurred in financing the
16construction grant under s. 13.48 (32r).".

1923.0963 Discovery Place museum. (1) From the appropriation under s.
2020.370 (5) (cq), beginning with fiscal year 2001-02 and ending with 2004-05, the
21department, subject to sub (2), shall provide $500,000 in funding in each fiscal year
22to the city of Racine for the construction of the Discovery Place museum as part of
23the Heritage museum in the city of Racine.

1(2) The department may not provide the funding for construction under sub.
2(1) unless the department of administration has reviewed and approved the
3applicable plans for the construction.".

(a) Notwithstanding section 13.48 (32r) of the statutes, as created by this act,
15the building commission shall not make any grant to the city of Racine for the
16Discovery Place museum project enumerated in subsection (1) (p) under section
1713.48 (32r) of the statutes, as created by this act, unless the department of
18administration has reviewed and approved the plans for the project.
1Notwithstanding sections 16.85 (1) and 16.855 (1) of the statutes, the department of
2administration shall not supervise any services or work or let any contract for the
3project. Section 16.87 of the statutes does not apply to the project.".
