21plan, including funding; and to prepare a report containing the committee's
22evaluation, findings, and recommendations. Not later than October 15, 2002, the

19necessary to allow traffic traveling west on Rieder Road to turn onto southbound

16shall carry out any contractual obligations under such a contract until the contract
