SB55-SSA1-SA2,726,16 (a) Grant for investigation of predatory residential real estate lending practices. From the appropriation under section 20.445 (1) (a) of the statutes, the department of workforce development shall award a grant of $150,000 in fiscal year 2001-02 to the Milwaukee Metropolitan Fair Housing Council, Inc., for the investigation of predatory practices of lenders in the making of loans that are secured by a first lien real estate mortgage on, or an equivalent security interest in, a one-family to 4-family dwelling that the borrower uses as his or her principal place of residence. The investigation shall examine the practices of lenders only in Milwaukee County. The investigation shall examine the practices of making loans based upon the equity in a property rather than on the particular borrower's ability to repay the loan, including credit insurance and other financial products as part of or in association with loans, and inducing borrowers to repeatedly refinance their loans, and shall examine any other unfair, deceptive, false, misleading, or unconscionable practices within the scope of the investigation.

SB55-SSA1-SA2,727,5 (b) Report on predatory residential real estate lending practices. By January 1, 2004, the Milwaukee Metropolitan Fair Housing Council, Inc., shall submit a report evaluating the results of its investigation under paragraph (a) to the secretary of workforce development, and by February 1, 2004, the secretary of workforce development shall forward copies of the report to the appropriate standing committees of the legislature in the manner provided under section 13.172 (3) of the statutes, to the secretary of financial institutions, and to the governor. The report shall indicate the number of predatory practices discovered during the investigation, and, for each loan with regard to which a predatory practice is discovered, a description of the practice, the total amount of the loan, the cost to the borrower as a result of the practice, the income level, age, race, national origin, and gender of the borrower, and a description of the census block in which the real estate securing the loan is located.".

SB55-SSA1-SA2,729,16 (a) The department of workforce development shall administer a grant program under which local, nonprofit organizations that offer diversity training, basic employment skills development, or instruction in English as a 2nd language to employees and persons seeking employment may receive grants for the operation of those activities.

SB55-SSA1-SA2,729,18 (b) A local, nonprofit organization is qualified for a grant under this subsection if any of the following applies:

SB55-SSA1-SA2,729,22 1. The governing body of the local, nonprofit organization is comprised of representatives of private sector employers and local governmental units or agencies, and the local, nonprofit organization assists local employees in meeting their workforce needs.

SB55-SSA1-SA2,730,2 2. The local, nonprofit organization assists persons who have been convicted of a crime, whether employed or not, in strengthening or developing their employment skills and in making or easing their transition from incarceration to work.

SB55-SSA1-SA2,730,4 3. The local, nonprofit organization assists any of the following persons, whether employed or not, in preparing for or gaining entry into the skilled trades:

SB55-SSA1-SA2,730,6 a. Persons who are eligible for benefits under the Wisconsin works program under sections 49.141 to 49.161 of the statutes, as affected by this act.

SB55-SSA1-SA2,730,7 b. Persons who are military veterans.

SB55-SSA1-SA2,730,8 c. Persons who have been convicted of a crime.

SB55-SSA1-SA2,730,9 d. Persons who are eligible for food stamps under section 49.124, 1999 stats.

SB55-SSA1-SA2,730,11 e. Persons who are minority group members, as defined in section 560.036 (1) (f) of the statutes.

SB55-SSA1-SA2,730,14 (c) To the extent practicable, the department of workforce development shall ensure that the grants under this subsection are awarded to local, nonprofit organizations from different geographic regions of the state.

SB55-SSA1-SA2,730,18 (o) To qualify for a grant under this subsection, a local, nonprofit organization must apply to the department by December 1, 2002. The application shall describe how the organization qualifies for a grant under paragraphs (a) and (b) and how the organization will use the grant.

SB55-SSA1-SA2,731,2 (p) The department of workforce development shall promulgate emergency rules under section 227.24 of the statutes to establish criteria to be used in determining which qualified local, nonprofit organizations are eligible for grants under this subsection. Notwithstanding section 227.24 (1) (a) and (3) of the statutes, the department of workforce development is not required to provide evidence that promulgating an emergency rule under this paragraph is necessary for the preservation of public peace, health, safety, or welfare, and is not required to provide a finding of emergency for a rule promulgated under this paragraph.

SB55-SSA1-SA2,731,4 (q) The department of workforce development may not expend more than $30,000 as grants under this subsection for any given local, nonprofit organization.

SB55-SSA1-SA2,731,7 (r) By January 1, 2003, the department of workforce development shall make the grants under this subsection from the appropriation under section 20.445 (1) (d) of the statutes, as created by this act.

SB55-SSA1-SA2,731,15 (s) By September 1, 2003, the department of workforce development shall report on the grant program under this subsection, including the uses that the grant recipients made of the grants and a recommendation on whether the grant program should be funded in the next biennium and, if so, a recommendation of an appropriate funding level and any changes that should be made to the program. The report shall be submitted to the appropriate standing committees of the legislature in the manner provided under section 13.172 (3) of the statutes, to the joint committee on finance, and to the governor.".
