SENATE AMENDMENT 3, TO SENATE SUBSTITUTE AMENDMENT 1, TO 2003 SENATE BILL 197

SB197-SSA1-SA3,1,1 At the locations indicated, amend the substitute amendment as follows:

SB197-SSA1-SA3,1,3 1. Page 16, line 3: delete "provisions; revenue" and substitute "provisions".

SB197-SSA1-SA3,1,4 2. Page 16, line 9: after that line insert:

SB197-SSA1-SA3,1,5 "(2m) Commission on single sales factor apportionment.

SB197-SSA1-SA3,1,8 (a) There is created a special committee to be called the commission on single sales factor apportionment, which shall consist of members representing business, labor, and government and appointed by the governor.

SB197-SSA1-SA3,1,10 (b) The governor shall appoint or determine the method of appointment of the officers of the commission and shall call the first meeting of the commission.

SB197-SSA1-SA3,1,12 (c) The department of administration shall provide necessary administrative support services to the commission.

SB197-SSA1-SA3,2,2 (d) The commission shall examine the efficacy of adopting single sales apportionment of income for state income tax and franchise tax purposes.

SB197-SSA1-SA3,2,6 (e) No later than December 31, 2003, the commission shall report its findings and recommendations to the legislature in the manner provided under section 13.172 (2) of the statutes and to the governor. Upon submitting its report, the commission ceases to exist.".
