(5) Abstinence education. For each fiscal year, the department shall
10apply to the federal secretary of health and human services for an abstinence
11education, as defined in
42 USC 710 (b) (2), allotment under

13the allotment in accordance with
42 USC 710 and all federal regulations and
14guidelines applicable to the allotment.".

(2) (b) The department shall allocate state and federal family planning

under this section in a manner which will promote the
21development and maintenance of an integrated system of community health
22services. It shall maximize the use of existing community family planning services

24family planning funds under this section to a county or other governmental body,
1other than a county or other governmental body that provides counseling services
2with respect to the termination of pregnancy or that provides abortion services. The
3department may not provide family planning funds under this section to a private
4entity.

(7) (c) 1. Metropolitan sewerage districts that serve 1st class cities are
19limited in each fiscal year to receiving total grant awards not to exceed 33% of

22the unencumbered balance at the end of the preceding fiscal year for the amount

(3k) (a) Provide health care to prisoners. The department shall solicit
18proposals from entities to provide health care to prisoners under contract with the

(3) From the appropriations under s. 20.410 (3) (d) and (kj), the
9department shall allocate $150,000 in each fiscal year to enter into a contract with
10an organization to provide services in Racine County, $150,000 in each fiscal year to
11enter into a contract with an organization to provide services in Kenosha County,
12$150,000 in each fiscal year to enter into a contract with an organization that is
13located
in ward 1 in the city of Racine to provide services in Racine County, and
14$150,000 in each fiscal year to enter into a contract with an organization to provide
15services in Brown County, and from the appropriation under s. 20.410 (3) (kj), the
16department shall allocate $100,000 in each fiscal year to enter into a contract with
17an organization, for the diversion of youths from gang activities into productive
18activities, including placement in appropriate educational, recreational, and
19employment programs, and for alcohol or other drug abuse education and treatment
20services for participants in that organization's youth diversion program.
The
21organization that is located in ward 1 in the city of Racine shall have a recreational
22facility, shall offer programs to divert youths from gang activities, may not be
23affiliated with any national or state association, and may not have entered into a
24contract under s. 301.265 (3), 1995 stats. Notwithstanding s. 16.75
and except for
1the contract that must be awarded to an organization that is be located in the city
2of Racine, the department may enter into

any contract under this subsection
3without soliciting bids or proposals and without accepting the lowest responsible bid
4or offer.".

16department may pay a wage or an allowance and a release payment to inmates at

, except that the department may not pay an inmate for participating

20willing and able to participate in a work, education, or program assignment, but no
21assignment is available to him or her. The department shall prescribe the amounts
22of pay and such hours, health and other conditions in connection with employment
