(9q) Information technology server consolidation study and supplemental
3appropriation. (a) The department of administration may not request the joint
4committee on finance to supplement, from the appropriation under section 20.865 (4)
5(g) of the statutes, the appropriation under section 20.505 (1) (kL) of the statutes for
6the purpose of continuing the consolidation of certain executive branch agency
7information technology functions until all of the following occur:

17consolidation project to an alternate location, and the cost of retaining independent
18servers at executive branch agencies.

Emergency rules for buy local, buy Wisconsin program. The
12department of agriculture, trade and consumer protection may promulgate
13emergency rules under section 227.24 of the statutes implementing section 93.48 of
14the statutes, as created by this act. Notwithstanding section 227.24 (1) (c) and (2)
15of the statutes, emergency rules promulgated under this subsection remain in effect
16until the first day of the 19th month beginning after the effective date of this
17subsection or the date on which permanent rules take effect, whichever is sooner.
18Notwithstanding section 227.24 (1) (a) and (3) of the statutes, the department of
19agriculture, trade and consumer protection is not required to provide evidence that
20promulgating a rule under this subsection as an emergency rule is necessary for the
21preservation of public peace, health, safety, or welfare and is not required to provide
22a finding of emergency for a rule promulgated under this subsection.".

Hmong cultural center. Notwithstanding section 13.48 (36) (b) of the
3statutes, as created by this act, the building commission shall not make a grant to
4an organization for purchase or construction of the Hmong cultural center project,
5as enumerated in subsection (1) (L), under section 13.48 (36) of the statutes, as
6created by this act, unless the department of administration has reviewed and
7approved plans for the project. Notwithstanding sections 16.85 (1) and 16.855 (1) of
8the statutes, the department of administration shall not supervise any services or
9work or let any contract for the project. Section 16.87 of the statutes does not apply
10to the project.".

Civil War exhibit at the Kenosha Public Museums. Notwithstanding

14shall not make a grant to the Kenosha Public Museums for construction of a Civil
15War exhibit project, as enumerated in subsection (1) (n), under section 13.48 (38) of
1the statutes, as created by this act, unless the department of administration has
2reviewed and approved plans for the project. Notwithstanding sections 16.85 (1) and
316.855 (1) of the statutes, the department of administration shall not supervise any
4services or work or let any contract for the project. Section 16.87 of the statutes does
5not apply to the project.".

11NanoRite facility at Chippewa Valley Technical College. The department of
12commerce shall enter into an agreement with the NanoRite facility that specifies the
13uses for the grant proceeds and reporting and auditing requirements.".

(4t) Renewable energy grants and loans; position authorization. The

19administering the renewable energy grant and loan program under s. 560.126 of the
20statutes, as created by this act.

Grant for pulp and paper mill. Notwithstanding section 560.126 of the
22statutes, as created by this act, the department of commerce shall award grants
23totaling not more than $5,000,000 from the appropriation under section 20.143 (1)
24(tm) of the statutes, as created by this act, to the first person who operates a pulp and
1paper mill in this state without the use of natural gas or coal, if all of the following
2apply:

16of commerce shall enter into an agreement with the city of Oshkosh that specifies the
17uses for the grant proceeds and reporting and auditing requirements.".

20statutes, as affected by this act, the department of commerce shall make a grant from
21the appropriation account under section 20.143 (1) (c) of the statutes, as affected by
22the acts of 2007, of $125,000 in fiscal 2007-08 and a grant of $125,000 in fiscal
232008-09, to the Painters and Allied Trades District Council 7 for a training program.

7section 20.143 (1) (c) of the statutes, as affected by this act, to the city of Eau Claire
8for the renovation of Hobbs Ice Arena. The department of commerce shall enter into
9an agreement with the city of Eau Claire that specifies the uses for the grant proceeds
10and reporting and auditing requirements.".

(9i) Grant to village of Ashwaubenon. Notwithstanding section 560.61 of the
13statutes, as affected by this act, the department of commerce shall make a grant of

16Ashwaubenon for the construction and maintenance of Cornerstone Ice Arena. The
17department of commerce shall enter into an agreement with the village of
18Ashwaubenon that specifies the uses for the grant proceeds and reporting and
19auditing requirements.".

Assets and liabilities. On the effective date of this paragraph, the assets and
4liabilities of the department of health and family services primarily related to the
5council on developmental disabilities, as determined by the secretary of
6administration, shall become the assets and liabilities of the board for people with
7developmental disabilities.

Employee transfers. All incumbent employees holding positions in the
9department of health and family services performing duties primarily related to the
10functions of the council on developmental disabilities, as determined by the secretary
11of administration, are transferred on the effective date of this paragraph to the board

Employee status. Employees transferred under paragraph (b) have all the
14rights and the same status under subchapter V of chapter 111 and under chapter 230
15of the statutes in the board for people with developmental disabilities that they

17transfer. Notwithstanding section 230.28 (4) of the statutes, no employee so
18transferred who has attained permanent status in class is required to serve a
19probationary period.

Tangible personal property. On the effective date of this paragraph, all
21tangible personal property, including records, of the department of health and family
22services that is primarily related to the functions of the council on developmental

Contracts. All contracts entered into by the department of health and family
2services in effect on the effective date of this paragraph that are primarily related
3to the functions of the council on developmental disabilities, as determined by the
4secretary of administration, remain in effect and are transferred to the board for

6disabilities shall carry out any obligations under such a contract until the contract
7is modified or rescinded by the board to the extent allowed under the contract.

9family services on the effective date of this paragraph that is primarily related to the
10council on developmental disabilities, as determined by the secretary of

13family services with respect to the pending matter are considered as having been
14submitted to or taken by the board.".
