(a) In this subsection, "project" means the highway improvement project in the
5city of Kiel that the department of transportation has identified as project number
64322-08-71.

(b) If the department of transportation has not awarded, prior to the effective
8date of this paragraph, a contract for the construction of the project, the department
9of transportation may not award any contract for the project until after June 30,

12of this paragraph, a contract for the construction of the project, the department of
1transportation shall require that the contractor halt construction of the project until
