(2m) If a vehicle owner has not paid the full forfeiture amount for any citation
20counted under sub. (2) (a) 1., upon the owner's request, the city shall offer to the
21owner an installment payment plan for paying the forfeitures for all citations
22counted under sub. (2) (a) 1., other than those for which the owner has scheduled an
23appearance in court in response to the citation, over a minimum period of 18 months
1except that the city may require a minimum monthly payment of $25. The owner and
2the city may also agree that the installment payment plan will include payments for
3any citation for which the owner has scheduled an appearance in court in response
4to the citation. If the owner arranges to make payments under an installment
5payment plan under this subsection, the city may not cause any of the owner's
6vehicles to be immobilized or removed and impounded under sub. (2) as long as the
7owner remains current with his or her payment obligations under the installment
8payment plan. If the owner arranges to make payments under an installment
9payment plan under this subsection after the city has immobilized or removed and
10impounded any vehicle of the owner under sub. (2), the city shall cause all of the
11owner's vehicles that have been immobilized or removed and impounded to be
12released as provided in sub. (3) if the conditions specified in sub. (3) are satisfied.
13Upon release of any such vehicle, the city may not cause any of the owner's vehicles
14to again be immobilized or removed and impounded under sub. (2) as long as the
15owner remains current with his or her payment obligations under the installment
16payment plan and as long as sub. (2) does not become applicable with respect to
17additional citations that can be counted under sub. (2) (a) 1.".
