SB368-SA3,1,2 21. Page 27, line 19: delete "demonstrated that the".

SB368-SA3,1,4 32. Page 27, line 20: delete lines 20 to 24 and substitute "demonstrated that all
4of the following apply:".

SB368-SA3,1,5 53. Page 27, line 24: after that line insert:

SB368-SA3,1,7 6"1. The proposed project causing the discharge will result in a substantial
7economic benefit to the public.

SB368-SA3,1,118 2. The proposed project consists of an expansion of an industrial or commercial
9facility that is in existence at the time the application is submitted or consists of
10construction of an industrial or commercial facility that will be in an industrial park
