(3) A chief executive officer shall be
nominated by the governor, and
5with the advice and consent of the senate appointed
by the board, to serve at the
6pleasure of the
governor board. The board may delegate to the chief executive officer
7any powers and duties the board considers proper
, except any power to appoint or
8terminate the employment of any executive employee of the corporation. The chief
9executive officer shall receive such compensation as may be determined by the board.

(4) All powers and duties assigned to the corporation under this chapter
12shall be exercised or carried out by the board, unless the board delegates the power
