17The department shall establish and administer a competitive program to award
18grants to school boards and operators of charter schools under s. 118.40 (2r) or (2x)
19for the purpose of collaborating with community mental health agencies to provide
20mental health services to pupils. School boards and operators of charter schools
21under s. 118.40 (2r) and (2x) may apply for a grant under this section individually
22or as a consortium of school boards, charter schools, or both. For purposes of this
23subsection, a “consortium of school boards” includes a cooperative educational
24service agency.

1(2) Eligibility criteria. The department shall establish by rule the criteria the
2department will use to award grants under this section. The department shall
3include all of the following in the criteria:
AB64-ASA1,747,74 (a) That the applicant require providers and contractors who participate in its
5school-based mental health services program to bill the Medical Assistance program
6under subch. IV of ch. 49 and health insurance, as applicable, for any goods and
7services provided under the program.
AB64-ASA1,747,118 (b) That the applicant has sought or will seek out community funding or
9foundation grants to cover at least some of the expenses of the program that are not
10paid by the Medical Assistance program under subch. IV of ch. 49 or health
11insurance.
AB64-ASA1,747,1612 (c) Additional application criteria, which may include that the proposed school
13mental health services program includes collaboration with counties, providers, or
14community groups; considers the needs of pupils and families; and includes a referral
15or intake process, a continuum of therapeutic services, consultation with school staff,
16and access to services regardless of income.
AB64-ASA1,747,20 17(3) Awards. The department shall award grants under this section beginning
18in the 2018-19 school year. From the appropriation under s. 20.255 (2) (dt), the
19department shall award at least $3,250,000 in grants under this section each school
20year.
AB64-ASA1,747,22 21(4) Rules. The department shall promulgate rules to implement and
22administer this section.

20“number of pupils enrolled” means the number of pupils attending the charter school.
AB64-ASA1,749,2321 3. For purposes of a private school participating in the program under s. 118.60
22or 119.23, “number of pupils enrolled” means the number of pupils attending the
23private school under the program under s. 118.60 or 119.23.

1(2) Beginning in the 2018-19 school year and in each school year thereafter,
2subject to sub. (4), the department shall award a grant in an amount determined
3under sub. (3) to each eligible school that satisfies all of the following:
AB64-ASA1,750,54 (a) The eligible school develops a written school improvement plan to improve
5pupil performance in math and reading.
AB64-ASA1,750,116 (b) If the eligible school received a grant under this section in the previous
7school year, the numerical score that was the basis for the eligible school's
8performance category on the accountability report in the previous school year was
9greater than the numerical score that was the basis for the eligible school's
10performance category on the accountability report in the school year preceding the
11previous school year.
AB64-ASA1,750,13 12(3) The department shall calculate the amount of an eligible school's grant
13under sub. (2) as follows:
AB64-ASA1,750,1514 (a) Determine the total number of pupils enrolled in all eligible schools that are
15entitled to a grant under this section in the current school year.
AB64-ASA1,750,1716 (b) Divide the amount appropriated under s. 20.255 (2) (dg) for the current
17school year by the number of pupils determined under par. (a).
AB64-ASA1,750,1918 (c) Multiply the quotient determined in par. (b) by the number of pupils enrolled
19in the eligible school in the current school year.
AB64-ASA1,750,22 20(4) In each school year, the department may not award a grant under sub. (2)
21before the department of administration approves the per pupil amount calculated
22under sub. (3) (b) for that school year.
AB64-ASA1,750,24 23(5) A school board shall distribute funds it receives under this section to the
24school administrator of the eligible school that earned the award under this section.

4appropriation under s. 20.255 (1) (eg), the department shall award grants to
5cooperative educational service agencies to coordinate with universities and colleges
6to place undergraduate college students in rural school districts as student teachers
7and in practicums and internships. Grant moneys may be used to expand an existing
8student teacher, practicum, or internship program or to create a new program, but
9may not be used to maintain an existing program. Grant moneys may be used to
10cover the cooperative educational service agencies' costs to coordinate the program
11and to provide mileage reimbursement and stipends to participating
12undergraduates.
AB64-ASA1,1475p 13Section 1475p. 115.434 of the statutes is created to read:
AB64-ASA1,751,16 14115.434 Shared services pilot program. (1) (a) Two or more school boards
15may enter into an agreement to apply for aid under this section to share the services
16of one or more administrative personnel.

18a resolution approving participation in the shared services program under this
19section.
