Section 2m. 5.05 (11m) of the statutes is created to read:

(11m) Aids to counties and municipalities for certain special election
7costs. (a) From the appropriation under s. 20.510 (1) (f), the commission shall
8reimburse counties and municipalities for costs incurred in the administration of
9special primaries for state or national offices and special elections for state or
10national offices.

(b) A cost is eligible for reimbursement under par. (a) only if all of the following
12apply:

1. The commission determines that the cost is reasonable.

12. The cost is specified under par. (c).

3. If applicable, the commission determines that the rate paid by the county or
3municipality for the cost does not exceed the rate customarily paid for similar costs
4at a primary or election that is not a special primary or special election.

4. If the special primary or special election coincides with a primary or election
6that is not a special primary or special election, the commission determines that the
7cost does not exceed the amount that would be incurred if the primaries or elections
8did not coincide.

6location for curbside voting using the procedures under par. (a) for any eligible
7elector, regardless of whether the eligible elector is unable to enter the polling place.

8Section 17e. 7.03 (1) (a) of the statutes is amended to read:

(1) (a) Except as authorized under this paragraph, a reasonable daily
10compensation
of not less than $15 an hour shall be paid to each inspector, voting
11machine custodian, automatic tabulating equipment technician, member of a board
12of canvassers, messenger, and tabulator who is employed and performing duties
13under chs. 5 to 12. Daily compensation shall also be provided to inspectors and
14inspector trainees for attendance at training programs conducted by the commission
15and municipal clerks under ss. 7.31 and 7.315. Alternatively, such election officials
16and trainees may be paid by the hour at a proportionate rate for each hour actually
17worked. Any election official or trainee may choose to volunteer his or her services
18by filing with the municipal clerk of the municipality in which he or she serves a
19written declination to accept compensation. The volunteer status of the election
20official or trainee remains effective until the official or trainee files a written
21revocation with the municipal clerk.”.
