I am submitting the quarterly report of the Wisconsin Lottery for the quarter ending June 30, 2005. As required by s. 565.37(3), Wis. Stats., the attached materials contain unaudited Wisconsin Lottery year to date Revenue and Expenditure information.
Lottery sales were $451.9 million for FY 2004-2005, the second best mark in eight years. The major factor keeping the Lottery form matching or surpassing its FY 2003-2004 sales of $482.9 million was the performance of Powerball. Fewer large jackpots resulted in a decline in Powerball sales, from $108 million to $79.3 million.
The information reported here is a summary and is not intended to be a complete financial accounting of Wisconsin Lottery operations.

Relating to a Proclamation of a State of Emergency Relating to the Transportation of Emergency Relief Supplies
WHEREAS, the Governors of many states, as well as the U.S. Department of Transportation, have declared a state of emergency due to the catastrophic damage to persons and property caused by Hurricane Katrina; and
WHEREAS, this catastrophic damage creates a need to transport large amounts of emergency relief supplies (including food, clothing, fuel building materials, and medical supplies) on Wisconsin highways; and; and
WHEREAS, allowing the transportation of overweight and oversize loads of emergency relief supplies, in a safe manner and as described in this order, will benefit persons injured by Hurricane Katrina; and
NOW, THEREFORE, I, JIM DOYLE, Governor of the State of Wisconsin, by virtue of the authority vested in me by the Constitution and the laws of this State, and specifically by Wis. Stat. 166.03(1)(b)1, and by 49 CFR section 390.23, hereby declare the catastrophic damage caused by Hurricane Katrina to be a natural disaster and hereby proclaim the State of Wisconsin to be in a state of emergency for a period of 30 days, unless such period is extended by joint resolution of the Legislature.
PURSUANT to said state of emergency, by virtue of the authority vested in me by the constitution and laws of this state, Wis. Stat. 166.03(1)(b)(1), and 49 CFR section 390.23, I HEREBY ORDER THAT:
1. Notwithstanding chapter 348 of the Wisconsin Statutes, commercial motor carries directly involved in providing emergency relief and assistance relating to the Hurricane Katrina disaster are allowed to transport loads of emergency relief supplies (including food, clothing, fuel, building materials, and medical supplies) even when such loads exceed the statutory size and weight limitations. However, vehicle operators must obey the conditions set forth in this order and must obey posted weight limits and temporary weight restrictions for bridges and highways;
Divisible loads of relief supplies and equipment may be transported at a maximum gross vehicle weight of 88,000 pounds;
Non-divisible loads of relief supplies and equipment may be transported on vehicles or vehicle combinations which do not exceed the following dimensions and weights:
14 feet, 3 inches in height,
12 feet, 0 inches in width,
100 feet, 0 inches in length,
150,000 maximum gross vehicle weight,
25,000 pounds maximum single axle weight,
Vehicle operators must obtain oversize or overweight permits from the Division of Motor Vehicles under sections 348.26 or 348.27 for vehicle loads that exceed these dimensions or weight limits, but permit fees will be waived;
Vehicle operators must select routes with adequate vertical and horizontal clearance for safe operation;
Vehicles must be illuminated, flagged, signed, and rigged for safe operation at night and periods of darkness;
2. This emergency authorization is not valid on any part of the national system of interstate and defense highways, except for that portion of USH 51 between Wausau and STH 78 and that portion of STH 78 between USH 51 and the Interstate 90/94 interchange near Portage, designated as Interstate 39. 23 U.S.C. section 127;
3. Movement of oversize loads of emergency relief supplies without permit, is prohibited from noon on Friday, September 2, 2005 until noon on Saturday, September 3, 2005; and from noon on Monday, September 5, 2005 until 9:00 a.m. on Tuesday, September 6, 2005;
Oversize vehicles, with or without a permit, may not operate on Interstate 43 in Ozaukee, Milwaukee, Waukesha, Walworth, and Rock counties from September 3 to September 6, 2005; and

This order does not suspend the operation of any state or federal laws within the State of Wisconsin except as specifically described int the order All other laws remain in full force and will be enforced. This order does not authorize the use of unregistered or improperly registered vehicles. If the vehicle is required to be registered by Wisconsin law, registration shall be at not less than the permit weight or at the maximum available registration weight, whichever is less. Vehicles registered in other state and not entitled to reciprocity, or not registered for use in Wisconsin through the International Registration Plan, are not required to obtain a permit as provided in section 341.41, Wis. Stats. Motor carriers hauling emergency relief supplies for hire must have proper authority to operate in this State, as provided by section 194.04, Wis. Stats., and must meet the insurance requirements of sections 194.41 or 194.42, Wis. Stats. Carriers must satisfy all ordinarily applicable federal and Wisconsin requirements concerning vehicle equipment, vehicle operations and driver qualifications and conduct.

Relating to a Proclamation that the Flag of the United States and the Flag of the State of Wisconsin be Flown at Half-Staff as a Mark of Respect for the Late William H. Rehnquist, Chief Justice of the United States
WHEREAS, William H. Rehnquist was born in Milwaukee, Wisconsin on October 1, 1924; and
WHEREAS, William H. Rehnquist served as Justice of the United States Supreme Court from 1972 to 1986, and Chief Justice from 1986 until 2005; and
WHEREAS, on September 3, 2005, Chief Justice William H. Rehnquist passed away at the age of eighty; and
WHEREAS, Federal law at 4 U.S.C. 7(m) provides that the flag of the United States shall be flown at half-staff for ten days following the death of a Chief Justice of the United States;
NOW, THEREFORE, I, JIM DOYLE, Governor of the State of Wisconsin, by the authority vested in me by Federal and State law, do hereby order that the flag of the United States and the flag of the State of Wisconsin shall be flown at half-staff at all buildings, grounds, and military installations of the State of Wisconsin equipped with such flags beginning forthwith until sunset on Tuesday, September 13, 2005.
