It is my pleasure to present the Workforce and Affirmative Action Report for Fiscal Year 2010.
This Report is intended to serve the following purposes:
Satisfy the statutory requirement (s.230.04(9)(e), Wis. Stats.) for reporting to the governor and legislature on affirmative action statistics, accomplishments, goals, and recommended actions for fiscal years 2009 and 2010;
Provide a historical reference almanac on classifies state employee demographics as of June 2010, and how they changed in the ten years since 2000; and
Serve as a strategic planning tool or managing the state's permanent classified workforce, through reporting on hiring, turnover, retirement eligibility, and workforce trends, at both the agency and enterprise level.
This Report documents the permanent classified workforce, for the most part excluding unclassified, temporary, judicial, legislative, and higher education employees in the University of Wisconsin System. There are two primary reasons for this limited scope. The first reason is that permanent classified employees are the stable "career" workforce in the executive brand for carrying out the programs established by the governor and legislature. The second reason is data availability. There is no statewide human resources information system, and affirmative action-related data is not reliably obtained for unclassified and temporary positions. This Report relies on the Department of Administration's Personnel Management Information System, which encompasses the executive brand and the classified employees of the UW System.
We hope you will find this Report a useful resource as we work together to ensure state government provides excellent and cost-effective service to the citizens of Wisconsin.
