Dear Chief Clerk Fuller:
Assembly Bill 554 passed the Assembly Committee on Energy and Utilities and subsequently passed the Assembly on a voice vote on January 12th. At the time, the Wisconsin League of Municipalities had registered its support for the bill as amended.
Had it not been for the Wisconsin League of Municipalities registering in support of the legislation, I would have voted no on the proposal. The municipal water systems serving residents of my district do provide residents with clean, safe water based on test results and there would simply be no need or rationale for a municipality within my district to consider the sale or lease of their system to a private entity as envisioned under this bill.
However, the League of Municipalities made a compelling argument to provide local governments whose water systems were insufficient and not meeting basic standards with the ability to consider the sale or lease of their municipal water system. Especially if it meant problems with the systems could be rectified sooner by larger companies who were able to employ economies of scale.
As my position on the bill was based upon the support of the Wisconsin League of Municipalities and the League has now withdrawn their support for the bill, I would like to have the Assembly Journal reflect that I would have voted no on 2015 AB 554 in the Assembly Energy and Utilities Committee and on the Assembly floor.
