25ent/Student services on August 2, 1994.

1(c)  Each of the Milwaukee public school districts created under paragraph (a)
2shall operate grades kindergarten to 12.
AB1085,7,7 3(d)  A school under the jurisdiction of a Milwaukee public school board shall be
4open to pupils residing within the attendance district established for that school by
5that school board. If no space is available in that school, a pupil residing within the
6school's attendance district may attend a public school operating the appropriate
7grade in any of the 5 Milwaukee public school districts.
AB1085,7,12 8(2)  Members of Milwaukee public school boards. (a) Each of the Milwaukee
9public school boards shall consist of 7 members elected at large by a plurality vote
10of the electors of each school district. The initial members of the Milwaukee public
11school boards shall be elected at the 1998 spring election and shall take office on July
121, 1998.
AB1085,7,18 13(b)  The initial terms of 4 of the initial members of the Milwaukee school boards
14shall be 2 years. The initial terms of 3 of the initial members of the Milwaukee school
15boards shall be 4 years. For the initial election, in filing nomination papers and a
16declaration of candidacy, each candidate shall specify whether he or she seeks office
17for a 2-year or a 4-year term. Successors to the initial board members shall serve
18for 4-year terms.
AB1085,7,21 19(3)   Milwaukee public school districts governing board. There is created a
20Milwaukee Public School Districts Governing Board consisting of one member of
21each Milwaukee public school board elected by that school board.
AB1085,7,22 22(4)  Milwaukee public school districts implementation commission.
AB1085,8,3 23(a)  The state superintendent of public instruction shall appoint a Milwaukee
24Public School Districts Implementation Commission. The commission shall consist
25of 5 members, a majority of whom are residents of the city of Milwaukee. The depart

1ment of public instruction shall provide staff services to the commission. Commis
2sioners shall receive no compensation or reimbursement for their services or ex
3penses.
AB1085,8,13 4(b)  The Milwaukee Public School Districts Implementation Commission shall
5submit to the legislature by July 1, 1997, recommendations on statutory changes
6needed as a result of the creation of the Milwaukee Public School Districts and the
7Milwaukee Public School Districts Governing Board under this act, on any other
8statutory changes required to implement this act and on related matters deemed by
9the commission to be desirable or necessary to organize and operate the school dis
10tricts created by this act. The commission shall include recommendations on the al
11location of the powers and duties of the Milwaukee Public Schools between the Mil
12waukee Public School Districts Governing Board created under subsection (3) and
13the Milwaukee public school boards created under subsection (1) .
AB1085,8,17 14(c) In its recommendations, the commission shall assign to the 5 Milwaukee
15public school boards the authority to employ their own personnel, to develop their
16own budgets, and to develop their own curriculum subject to the approval of the Mil
17waukee School Districts Governing Board.
AB1085,8,24 18(d) In its recommendations, the commission shall assign to the Milwaukee Pub
19lic School Districts Governing Board only those powers and duties that are best exer
20cised on a city-wide basis, such as food service, pupil transportation, special educa
21tion, the receipt of general state aid, the disbursement of such aid to the 5 school
22districts, the approval of each Milwaukee public school board's curriculum, the au
23thority to implement changes in the boundaries of the 5 school districts and the au
24thority to issue bonds and levy taxes on behalf of the 5 school districts.

1(e)  The commission shall also include in its recommendations a plan for the
2implementation of subsection (1) (d).
AB1085,9,7 3(5)  District advisory councils. By January 1, 1997, the state superintendent
4of public instruction shall appoint a 15-member advisory council for each Milwaukee
5public school district. Each council shall prepare a plan for the operation of the school
6district and shall submit the plan to the school board of the appropriate Milwaukee
7public school district when it takes office in July, 1998.
AB1085, s. 5 8Section 5. Effective dates. This act takes effect on the day after publication,
9except as follows:
AB1085,9,11 10(1) The treatment of sections 119.01 and 119.02 (1) and (2) and chapter 119
11(title) of the statutes and Section 4 (1) of this act take effect on July 1, 1998.
