10and 2-family housing; 2 members shall represent the construction material supply

13department designated by the secretary of industry, labor and human relations
14development shall serve as nonvoting secretary of the council. The council shall meet
15at least twice a year. Eleven members of the council shall constitute a quorum. For
16the purpose of conducting business a majority vote of the council is required.
