1An Act to create 111.825 (1) (cm) and 111.825 (6) of the statutes;
relating to:
2creating a separate collective bargaining unit for certain state employes
3engaged in law enforcement.
Analysis by the Legislative Reference Bureau
Under current law, classified state employes are divided into 14 separate
collective bargaining units for the purposes of the state employment labor relations
act. The collective bargaining units are organized on a statewide basis and the
Wisconsin employment relations commission (WERC) is required to assign employes
to the appropriate collective bargaining unit.
This bill creates a separate collective bargaining unit for those employes of the
department of administration (DOA), department of transportation (DOT) and the
University of Wisconsin (UW) System who engage in the detection and prevention
of crime, who enforce the laws and who are authorized to make arrests for violations
of the laws, for those employes of DOA, DOT and the UW System who provide
technical law enforcement support to such employes and for those employes of DOT
who engage in motor vehicle inspection or operator's license examination. Under
current law, WERC would most likely assign many of these employes to the "security
and public safety" collective bargaining unit.

(6) The commission shall only assign an employe of the department of

4of Wisconsin System who engages in the detection and prevention of crime, who

7board of regents of the University of Wisconsin System who provides technical law

10examination to the collective bargaining unit under sub. (1) (cm).

12(1) This act first applies to collective bargaining agreements negotiated for the
131995-97 biennial period.
