AB518,1,2 An Act to create 341.35 (6r) of the statutes; relating to: the use of proceeds from municipal and county vehicle registration fees.

Under current law, any municipality (city, village or town) or county may impose an annual vehicle registration fee on any automobile, station wagon, or motor truck having a gross weight of 8,000 pounds or less, that is customarily kept in the municipality or county. The fee applies to original and renewal registrations and is in addition to any state vehicle registration fees.

This bill provides that the proceeds from the municipal or county vehicle registration fee may be used only for local highway construction or improvement; mass transportation services, including the local contribution required under the urban mass transit operating assistance program; and transportation services for elderly and disabled persons, including the contribution required under the specialized transportation assistance program for counties.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB518, s. 1 Section 1. 341.35 (6r) of the statutes is created to read:

AB518,1,5 341.35 (6r) Use of fee proceeds. Any municipality or county receiving moneys under sub. (6) shall use the moneys only for any of the following:

AB518,1,6 (a) Local highway construction or improvement.

AB518,2,2 (b) A local contribution under s. 85.20 (4m) (b) 1. or to otherwise provide mass transportation service.

AB518,2,4 (c) A matching contribution under s. 85.21 (3) (c). This paragraph is limited to counties.

AB518,2,6 (d) Specialized transportation assistance for the elderly and disabled under s. 85.22.

AB518, s. 2 Section 2. Initial applicability.

AB518,2,9 (1) This act first applies to fees remitted to municipalities and counties by the department of transportation on the effective date of this subsection.
