2and to create 341.145 (1) (d), 341.145 (1) (e), 341.145 (1g) (c) and 341.145 (1g)
3(d) of the statutes; relating to: personalization of special license plates that
4grant certain parking privileges to the physically disabled.
Analysis by the Legislative Reference Bureau
Under current law, the department of transportation issues special license
plates that grant certain parking privileges to the physically disabled. This bill
allows these special license plates to be personalized with letters or numbers chosen
by the person who is issued the plates.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
AB756, s. 1 5Section 1. 341.13 (1) (intro.) of the statutes is amended to read:
AB756,1,96 341.13 (1) (intro.) In addition to the matter specified in s. 341.12 (3),
7registration plates for automobiles registered pursuant to the monthly series
8system, except automobiles registered under s. 341.14 (6r) or 341.145 (1) (c), (d) or
9(e)
, shall comply with the following specifications:

1341.13 (2) In addition to the matter specified in s. 341.12 (3), the registration
2plates for a vehicle registered on the basis of gross weight except a motor truck
3registered under s. 341.14 (6m) or 341.145 (1) (b), a dual purpose motor home, or a
4motor home, motor truck, farm truck or dual purpose farm truck registered under
5s. 341.14 (1), (1a), (1m), (1q), (1r) (a), (2) or (6r) or 341.145 (1) (a) or, (c), (d) or (e) or
6a motor truck or dual purpose farm truck registered under s. 341.14 (6) shall indicate
7the weight class into which the vehicle falls in a manner prescribed by the
8department. The gross weight which determines the registration fee for a motor
9truck registered under s. 341.14 (6m) or 341.145 (1) (b), a dual purpose motor home,
10or a motor home, motor truck, farm truck or dual purpose farm truck registered
11under s. 341.14 (1), (1a), (1m), (1q), (1r) (a), (2) or (6r) or 341.145 (1) (a) or, (c), (d) or
12(e)
or a motor truck or dual purpose farm truck registered under s. 341.14 (6) shall
13be shown on its certificate of registration.
AB756, s. 3 14Section 3. 341.145 (1) (d) of the statutes is created to read:

16s. 341.14 (1) for a vehicle specified in s. 341.14 (1), which displays a registration
17number composed of letters or numbers, or both, not exceeding 4 positions and not
18less than one position, requested by the applicant.

21s. 341.14 (1a) for a vehicle specified in s. 341.14 (1a), which displays a registration
22number composed of letters or numbers, or both, not exceeding 4 positions and not

1341.145 (1g) (c) The department may issue personalized registration plates
2under sub. (1) (d) to a person who qualifies for special plates under s. 341.14 (1).

5under sub. (1) (e) to a person who qualifies for special plates under s. 341.14 (1a),
6(1m), (1q) or (1r).
AB756, s. 7 7Section 7. 341.145 (3) of the statutes is amended to read:
AB756,3,208 341.145 (3) In addition to the regular application fee provided under s. 341.25
9(1) (a), (c) or (j) or (2) or 341.26 (3) (a) 2. or (am), the applicant for a personalized
10registration plate issued on an annual basis shall pay a fee of $15 for the issuance
11of the plate and $15 in each succeeding year to maintain the plate. In addition to the
12regular application fee provided under s. 341.25 (1) (b) or 341.26 (3) (a) 1., the
13applicant for a personalized registration plate issued on a biennial basis shall pay
14a fee of $30 for issuance of the plate if the plate is issued during the first year of the
15biennial registration period or $15 for issuance of the plate if the plate is issued
16during the 2nd year of the biennial registration period. The fee to maintain a
17personalized plate issued on a biennial basis is $30. The fee for reissuance of a
18personalized plate shall be $15 for an annual registration and $30 for a biennial
19registration. An applicant for personalized plates issued under sub. (1) (b) or, (c), (d)
20or (e)
shall not be required to pay the fee for initial issuance of the plates.
AB756, s. 8 21Section 8. 341.16 (1) (b) of the statutes is amended to read:
AB756,4,222 341.16 (1) (b) Upon satisfactory proof of the loss or destruction of a special plate
23issued under s. 341.14 (6m) (a) or (6r) (b) or a special personalized plate issued under
24s. 341.145 (1) (b) or, (c), (d) or (e) and upon payment of a fee of $5 for each plate or,

1if the plate is for a special group specified under s. 341.14 (6r) (f) 35. to 47., $6 for each
2plate, the department shall issue a replacement.
