AB756,1,4 An Act to amend 341.13 (1) (intro.), 341.13 (2), 341.145 (3) and 341.16 (1) (b); and to create 341.145 (1) (d), 341.145 (1) (e), 341.145 (1g) (c) and 341.145 (1g) (d) of the statutes; relating to: personalization of special license plates that grant certain parking privileges to the physically disabled.

Under current law, the department of transportation issues special license plates that grant certain parking privileges to the physically disabled. This bill allows these special license plates to be personalized with letters or numbers chosen by the person who is issued the plates.

The people of the state of Wisconsin, represented in senate and assembly, do enact as follows:

AB756, s. 1 Section 1. 341.13 (1) (intro.) of the statutes is amended to read:

AB756,1,9 341.13 (1) (intro.) In addition to the matter specified in s. 341.12 (3), registration plates for automobiles registered pursuant to the monthly series system, except automobiles registered under s. 341.14 (6r) or 341.145 (1) (c), (d) or (e), shall comply with the following specifications:

AB756, s. 2 Section 2. 341.13 (2) of the statutes is amended to read:

AB756,2,13 341.13 (2) In addition to the matter specified in s. 341.12 (3), the registration plates for a vehicle registered on the basis of gross weight except a motor truck registered under s. 341.14 (6m) or 341.145 (1) (b), a dual purpose motor home, or a motor home, motor truck, farm truck or dual purpose farm truck registered under s. 341.14 (1), (1a), (1m), (1q), (1r) (a), (2) or (6r) or 341.145 (1) (a) or, (c), (d) or (e) or a motor truck or dual purpose farm truck registered under s. 341.14 (6) shall indicate the weight class into which the vehicle falls in a manner prescribed by the department. The gross weight which determines the registration fee for a motor truck registered under s. 341.14 (6m) or 341.145 (1) (b), a dual purpose motor home, or a motor home, motor truck, farm truck or dual purpose farm truck registered under s. 341.14 (1), (1a), (1m), (1q), (1r) (a), (2) or (6r) or 341.145 (1) (a) or, (c), (d) or (e) or a motor truck or dual purpose farm truck registered under s. 341.14 (6) shall be shown on its certificate of registration.

AB756, s. 3 Section 3. 341.145 (1) (d) of the statutes is created to read:

AB756,2,18 341.145 (1) (d) A registration plate of the same color and design as provided in s. 341.14 (1) for a vehicle specified in s. 341.14 (1), which displays a registration number composed of letters or numbers, or both, not exceeding 4 positions and not less than one position, requested by the applicant.

AB756, s. 4 Section 4. 341.145 (1) (e) of the statutes is created to read:

AB756,2,23 341.145 (1) (e) A registration plate of the same color and design as provided in s. 341.14 (1a) for a vehicle specified in s. 341.14 (1a), which displays a registration number composed of letters or numbers, or both, not exceeding 4 positions and not less than one position, requested by the applicant.

AB756, s. 5 Section 5. 341.145 (1g) (c) of the statutes is created to read:

AB756,3,2 341.145 (1g) (c) The department may issue personalized registration plates under sub. (1) (d) to a person who qualifies for special plates under s. 341.14 (1).

AB756, s. 6 Section 6. 341.145 (1g) (d) of the statutes is created to read:

AB756,3,6 341.145 (1g) (d) The department may issue personalized registration plates under sub. (1) (e) to a person who qualifies for special plates under s. 341.14 (1a), (1m), (1q) or (1r).

AB756, s. 7 Section 7. 341.145 (3) of the statutes is amended to read:

AB756,3,20 341.145 (3) In addition to the regular application fee provided under s. 341.25 (1) (a), (c) or (j) or (2) or 341.26 (3) (a) 2. or (am), the applicant for a personalized registration plate issued on an annual basis shall pay a fee of $15 for the issuance of the plate and $15 in each succeeding year to maintain the plate. In addition to the regular application fee provided under s. 341.25 (1) (b) or 341.26 (3) (a) 1., the applicant for a personalized registration plate issued on a biennial basis shall pay a fee of $30 for issuance of the plate if the plate is issued during the first year of the biennial registration period or $15 for issuance of the plate if the plate is issued during the 2nd year of the biennial registration period. The fee to maintain a personalized plate issued on a biennial basis is $30. The fee for reissuance of a personalized plate shall be $15 for an annual registration and $30 for a biennial registration. An applicant for personalized plates issued under sub. (1) (b) or, (c), (d) or (e) shall not be required to pay the fee for initial issuance of the plates.

AB756, s. 8 Section 8. 341.16 (1) (b) of the statutes is amended to read:

AB756,4,2 341.16 (1) (b) Upon satisfactory proof of the loss or destruction of a special plate issued under s. 341.14 (6m) (a) or (6r) (b) or a special personalized plate issued under s. 341.145 (1) (b) or, (c), (d) or (e) and upon payment of a fee of $5 for each plate or, if the plate is for a special group specified under s. 341.14 (6r) (f) 35. to 47., $6 for each plate, the department shall issue a replacement.
