Whereas, "Uncle Sam" is one of the world's most recognized patriotic symbols
3of the United States, its energy, freedom and determination; and

Whereas, the original Uncle Sam was Sam Wilson (1766-1854), a Troy, New
5York, meat packer who acquired the moniker when he stamped "U.S." on pork and
6beef, inspecting and approving it for troops in the War of 1812; and

Whereas, in 1961 a U.S. congressional resolution recognized Uncle Sam Wilson
8as the namesake of our national symbol; and

Whereas, Uncle Sam has never been honored on a U.S. postage stamp, although
10other nations have honored him and although other less universally known
11historical Americans have been so honored on U.S. philately since its 1847 inception;

Whereas, the U.S. Postal Service is currently issuing dozens of new postage
14stamps and postal stationery to reflect the recently changed postal rates; and

Whereas, Uncle Sam is at least as deserving of a place in philatelic history as
16Elvis Presley, Marilyn Monroe, Jefferson Davis, Clara Barton, Betsy Ross, Phoebe
17Plummer and Bill Pickett; now, therefore, be it

1Resolved by the assembly, the senate concurring, That the Wisconsin
2legislature strongly encourages the U.S. Postal Service to finally portray Uncle Sam
3on a postage stamp for use worldwide; and, be it further

4Resolved, That the assembly chief clerk shall provide a copy of this joint
5resolution to U.S. Postmaster General Marvin Runyon, the U.S. Postal Services
6Citizens' Stamp Advisory Committee, President Bill Clinton and each member of
7Wisconsin's congressional delegation.
