SB233,5,76 (h) "Poverty line" means the nonfarm federal poverty line for the continental
7United States, as defined by the federal department of labor under 42 USC 9902 (2).
SB233,5,88 (i) "State agency" has the meaning given in s. 16.004 (12) (a).
SB233,5,9 9(2) The board shall do all of the following:
SB233,5,1210 (a) Identify the barriers to health care that prevent economically
11disadvantaged minority group members in this state from participating fully and
12equally in all aspects of life.
SB233,5,1413 (b) Conduct statewide hearings on issues of concern to the health interests of
14economically disadvantaged minority group members.
SB233,5,1715 (c) Review, monitor and advise all state agencies with respect to the impact on
16the health of economically disadvantaged minority group members of current and
17emerging state policies, procedures, practices, statutes and rules.
SB233,5,2218 (d) Work closely with all state agencies, including the University of Wisconsin
19System and the technical college system, with the private sector and with groups
20concerned with issues of the health of economically disadvantaged minority group
21members to develop long-term solutions to health problems of minority group
22members.
SB233,5,2423 (e) Disseminate information on the status of the health of economically
24disadvantaged minority group members in this state.

1(f) Encourage economically disadvantaged minority group members who are
2students to enter career health care professions, by developing materials that are
3culturally sensitive and appropriate and that promote health care professions as
4careers, for use by the University of Wisconsin System, the technical college system
5and the Medical College of Wisconsin in recuriting the students.
SB233,6,76 (g) Submit a biennial report on the activities of the board to the governor and
7the appropriate standing committees under s. 13.172 (3).
SB233,6,8 8(3) The board may do all of the following:
SB233,6,109 (a) Accept gifts, grants, bequests and devises for the purposes of this section
10without approval under s. 20.907 (1) of the joint committee on finance.
SB233,6,1111 (b) Contract with any state agency to carry out the activities of the board.
SB233,6,13 12(4) A representative of a state agency shall do any of the following that is
13requested by the board:
SB233,6,1514 (a) Provide information on program policies, procedures, practices and services
15affecting the health status of economically disadvantaged minority group members.
SB233,6,1616 (b) Present recommendations to the board.
SB233,6,1717 (c) Attend meetings and provide staff assistance needed by the board.
SB233,6,1918 (d) Inform the state agency's appointing authority of issues concerning the
19board.
SB233,6,25 20(5) From the appropriation under s. 20.545 (1) (b), the board shall award grants
21for activities to improve the health status of economically disadvantaged minority
22group members. A person may apply, in the manner specified by the board, for a
23grant of up to $50,000 to conduct these activities. A grant awarded under this
24subsection may not exceed 85% of the cost of the activities. An applicant's required
25contribution for a grant may consist of funding or an in-kind contribution.

1Section 7. Nonstatutory provisions; minority health board.
SB233,7,5 2(1)  Terms of members. Notwithstanding the length of terms of the members
3of the minority health board specified under section 15.77 (intro.) of the statutes, as
4created by this act, the members initially appointed to the board shall be appointed
5for the following terms:
SB233,7,8 6(a)  Four members, including the member who is appointed by the president
7of the senate and 3 of the members who are specified in section 15.77 (4) of the
8statutes, as created by this act, for a term that expires May 1, 1996.
SB233,7,11 9(b)  Four members, including the member who is appointed by the speaker of
10the assembly and 3 of the members who are specified in section 15.77 (4) of the
11statutes, as created by this act, for a term that expires May 1, 1997.
SB233,7,14 12(c)  Six members, including the member who is designated by the secretary of
13health and social services and 5 of the members who are specified in section 15.77
14(4) of the statutes, as created by this act, for a term that expires May 1, 1998.
SB233,7,17 15(2)  Position authorizations. There is authorized for the minority health
16board 3.5 FTE GPR positions beginning October 1, 1995, to be funded from the
17appropriation under section 20.545 (1) (a) of the statutes, as created by this act.
