SB487,6,14 6. Identification of ongoing costs and funding and priority recommendations.

SB487,6,16 7. Development of passenger rail service connections between and among airports located within this state and within neighboring states and provinces.

SB487,6,18 (e) Recommendations for legislation necessary to enhance passenger rail service in this state.

SB487,6,22 (5) Implementation of certain service expansion. The initial plan established under this section shall include recommendations necessary to implement the extension of Amtrak service between the cities of Milwaukee and Green Bay and between the cities of Milwaukee and Madison.

SB487,6,24 (6) Initial service expansion recommendations. The initial plan established under this section shall include recommendations on all of the following:

SB487,7,2 (a) Additional service for the route between the cities of Chicago, Milwaukee, La Crosse and St. Paul.

SB487,7,4 (b) Establishment of a south suburban passenger station in the vicinity of the Milwaukee International Airport with shuttle transportation to the airport.

SB487,7,6 (c) Extension of current Chicago-Kenosha commuter rail service between the cities of Kenosha and Chicago.

SB487,7,8 (d) Reinstatement of commuter rail service between the cities of Milwaukee and Watertown.

SB487,7,9 (e) Establishment of a suburban passenger station at the city of Brookfield.

SB487,7,12 (f) Establishment of a passenger train operating between the cities of St. Louis and Minneapolis-St. Paul along a route between the cities of La Crosse, Prairie du Chien and other cities in the western portion of this state.

SB487,7,14 (g) The feasibility of arranging for dedicated bus service from points served by bus to existing passenger trains.

SB487,7,17 (7) Long-range studies. The department shall, within the first 5 years of the initial plan established under this section, study the feasibility of and make recommendations regarding all of the following:

SB487,7,19 (a) Restoration of passenger rail service between the cities of Chicago and Minneapolis-St. Paul along a northern route through this state.

SB487,7,20 (b) Restoration of passenger rail service to the city of Wausau.

SB487,7,22 (c) Utilization of the remaining rail lines in the Milwaukee metropolitan area for passenger rail service.

SB487,7,24 (d) Establishment of weekend rail service between the city of Chicago and major tourism and resort areas in this state.

SB487,8,2 (e) Extension of passenger rail service between the cities of Milwaukee and Green Bay along a route that includes the cities of Sheboygan and Manitowoc.

SB487,8,4 (f) Coordinating service extensions and funding with neighboring states and provinces.

SB487,8,6 (g) Rebuilding rail lines on abandoned rights-of-way or on improved alignments capable of higher speed operation.

SB487,8,8 (h) Continuation of passenger rail service between the cities of Burlington, and Antioch, Illinois.

SB487,8,10 (i) Extension of passenger rail service between the cities of Chicago and Madison along a route that includes the cities of Beloit and Janesville.

SB487,8,12 (8) Required considerations. In establishing and maintaining the plan under this section, the department shall consider all of the following:

SB487,8,14 (a) The extent to which parties other than Amtrak may and should operate all or portions of passenger rail transportation within this state.

SB487,8,16 (b) The extent to which this state may and should preserve rights-of-way outside this state for the development of passenger rail service within this state.

SB487,8,19 (c) The extent to which the participation of neighboring states and provinces is necessary or desirable in order to enhance passenger rail transportation between this state and the principal cities of neighboring states and provinces.

SB487,8,24 (9) Public involvement. In developing, maintaining and updating the state passenger rail plan, the department shall provide for a participatory planning process to ensure that interested parties throughout this state have an opportunity to comment and that the department receives a range of comment representing the diverse interests in this state.

SB487, s. 3 Section 3. 85.055 of the statutes is created to read:

SB487,9,3 85.055 Passenger rail projects. (1) Definition. In this section, "passenger rail project" means a project that involves intercity or commuter passenger rail service.

SB487,9,7 (2) Planning. In preparation for future passenger rail projects, the department may perform preliminary engineering and design work and studies, but no passenger rail project may be otherwise assisted or constructed unless the project is contained in a list under this section.

SB487,9,14 (3) Biennial proposals. With its 1997-99 biennial budget request to the department of administration under s. 16.42, the department shall propose a list of passenger rail projects. Biennially thereafter, the department shall request adjustments to the list of passenger rail projects as listed projects are completed and new projects are ready for assistance or construction. The department shall submit its biennial proposals for passenger rail projects to the passenger rail projects commission for review and recommendation as provided under s. 13.505.

SB487, s. 4 Section 4. Initial applicability.

SB487,9,18 (1) Passenger rail projects. The treatment of section 85.055 (2) of the statutes first applies to work on passenger rail projects, other than preliminary engineering and design work and studies, begun on the effective date of this subsection.
