SB487,6,22 19(5) Implementation of certain service expansion. The initial plan established
20under this section shall include recommendations necessary to implement the
21extension of Amtrak service between the cities of Milwaukee and Green Bay and
22between the cities of Milwaukee and Madison.
SB487,6,24 23(6) Initial service expansion recommendations. The initial plan established
24under this section shall include recommendations on all of the following:

SB487,7,87 (d) Reinstatement of commuter rail service between the cities of Milwaukee
8and Watertown.
SB487,7,99 (e) Establishment of a suburban passenger station at the city of Brookfield.
SB487,7,1210 (f) Establishment of a passenger train operating between the cities of St. Louis
11and Minneapolis-St. Paul along a route between the cities of La Crosse, Prairie du
12Chien and other cities in the western portion of this state.
SB487,7,1413 (g) The feasibility of arranging for dedicated bus service from points served by
14bus to existing passenger trains.
SB487,7,17 15(7) Long-range studies. The department shall, within the first 5 years of the
16initial plan established under this section, study the feasibility of and make
17recommendations regarding all of the following:
SB487,7,1918 (a) Restoration of passenger rail service between the cities of Chicago and
19Minneapolis-St. Paul along a northern route through this state.
SB487,7,2020 (b) Restoration of passenger rail service to the city of Wausau.
SB487,7,2221 (c) Utilization of the remaining rail lines in the Milwaukee metropolitan area
22for passenger rail service.
SB487,7,2423 (d) Establishment of weekend rail service between the city of Chicago and
24major tourism and resort areas in this state.

1(e) Extension of passenger rail service between the cities of Milwaukee and
2Green Bay along a route that includes the cities of Sheboygan and Manitowoc.
SB487,8,43 (f) Coordinating service extensions and funding with neighboring states and
4provinces.
SB487,8,65 (g) Rebuilding rail lines on abandoned rights-of-way or on improved
6alignments capable of higher speed operation.
SB487,8,87 (h) Continuation of passenger rail service between the cities of Burlington, and
8Antioch, Illinois.
SB487,8,109 (i) Extension of passenger rail service between the cities of Chicago and
10Madison along a route that includes the cities of Beloit and Janesville.
SB487,8,12 11(8) Required considerations. In establishing and maintaining the plan under
12this section, the department shall consider all of the following:
SB487,8,1413 (a) The extent to which parties other than Amtrak may and should operate all
14or portions of passenger rail transportation within this state.
SB487,8,1615 (b) The extent to which this state may and should preserve rights-of-way
16outside this state for the development of passenger rail service within this state.
SB487,8,1917 (c) The extent to which the participation of neighboring states and provinces
18is necessary or desirable in order to enhance passenger rail transportation between
19this state and the principal cities of neighboring states and provinces.
SB487,8,24 20(9) Public involvement. In developing, maintaining and updating the state
21passenger rail plan, the department shall provide for a participatory planning
22process to ensure that interested parties throughout this state have an opportunity
23to comment and that the department receives a range of comment representing the
24diverse interests in this state.
SB487, s. 3 25Section 3. 85.055 of the statutes is created to read:

185.055 Passenger rail projects. (1) Definition. In this section, "passenger
2rail project" means a project that involves intercity or commuter passenger rail
3service.
SB487,9,7 4(2) Planning. In preparation for future passenger rail projects, the department
5may perform preliminary engineering and design work and studies, but no
6passenger rail project may be otherwise assisted or constructed unless the project is
7contained in a list under this section.
SB487,9,14 8(3) Biennial proposals. With its 1997-99 biennial budget request to the
9department of administration under s. 16.42, the department shall propose a list of
10passenger rail projects. Biennially thereafter, the department shall request
11adjustments to the list of passenger rail projects as listed projects are completed and
12new projects are ready for assistance or construction. The department shall submit
13its biennial proposals for passenger rail projects to the passenger rail projects
14commission for review and recommendation as provided under s. 13.505.
SB487, s. 4 15Section 4. Initial applicability.
SB487,9,18 16(1) Passenger rail projects. The treatment of section 85.055 (2) of the statutes
17first applies to work on passenger rail projects, other than preliminary engineering
18and design work and studies, begun on the effective date of this subsection.
