The joint committee on legislative organization is required by s. 13.02 (3), stats., and by joint rule 81 (1) to develop a proposed session schedule early in each biennial session period. This session schedule must "include at least one meeting in January of each year" to implement the "annual sessions" intent, and is "to be submitted to the legislature" for approval in the form of a joint resolution.

Under joint rule 81 (2), by majority action of the 2 houses or of the organization committees of the 2 houses, any floorperiod may be convened earlier than its scheduled convening date or may be extended beyond its scheduled expiration date. Under this joint resolution, by majority action of the 2 houses, any floorperiod other than the floorperiod that commences on June 13, 1995, may be adjourned earlier than its scheduled expiration date; that floorperiod cannot be adjourned until the general fund executive budget bill has passed both houses.

Under joint rule 83 (2), during the periods of committee work preceding the final general-business floorperiod (the floorperiod that commences on May 7, 1996), bills, resolutions and amendments may be introduced.

Under joint rule 83 (4), May 17, 1996, is the day on which proposals die for the session unless the legislature, by joint resolution, extends the floorperiod that commences on May 7, 1996, and enumerates the proposals to be carried forward for consideration during the extension.

Under joint rule 83 (5), no new proposals (except proposals pertaining to the veto review session or to any special or extraordinary session) can be introduced after May 17, 1996.

SJR1,2,1 Resolved by the senate, the Assembly concurring, That:

SJR1, s. 1 Section 1. 1995-1996 Session schedule. (1) Biennial session period. The legislature declares that the biennial session period of the 1995 Wisconsin legislature began on Tuesday, January 3, 1995, and that the biennial session period ends at 12 noon on Monday, January 6, 1997.

SJR1,3,2 (2) Scheduled floorperiods and committee work periods. (a) Unreserved days. Unless reserved under this subsection as a day to conduct an organizational meeting or to be part of a scheduled floorperiod of the legislature, every day of calendar years 1995 and 1996 is designated as a day for committee activity and is available to extend a scheduled floorperiod, convene an extraordinary session or take senate action on appointments as permitted by joint rule 81.

SJR1,3,5 (b) Inauguration. Pursuant to section 13.02 (1) of the statutes, the inauguration of the members of the 1995 legislature, and the organizing for business of the 2 houses, commences at 2 p.m. on Tuesday, January 3, 1995.

SJR1,3,7 (c) Floorperiod. A floorperiod commences on Wednesday, January 4, 1995, at 10 a.m., and, unless adjourned earlier, expires on Thursday, January 5, 1995.

SJR1,3,9 (d) Floorperiod. A floorperiod commences on Tuesday, January 17, 1995, at 10 a.m., and, unless adjourned earlier, expires on Thursday, February 2, 1995.

SJR1,3,13 (e) Budget deadline extended. The deadline of Tuesday, January 31, 1995, set by section 16.45 of the statutes for introduction of the executive budget bill or bills, submittal of the state budget report and delivery of the governor's budget message, is extended to Tuesday, February 14, 1995.

SJR1,3,15 (f) Floorperiod. A floorperiod commences on Tuesday, February 14, 1995, at 10 a.m., and, unless adjourned earlier, expires on Thursday, March 9, 1995.

SJR1,3,17 (g) Floorperiod. A floorperiod commences on Tuesday, April 4, 1995, at 10 a.m., and, unless adjourned earlier, expires on Thursday, April 6, 1995.

SJR1,3,21 (h) Bills to governor. No later than Thursday, May 11, 1995, at 4:30 p.m., the chief clerk of each house shall submit to the governor for executive action thereon all enrolled bills originating in the chief clerk's house and having received final approval by both houses, in regular, extraordinary or special session, on or before May 5, 1995.

SJR1,3,23 (i) Floorperiod. A floorperiod commences on Tuesday, May 16, 1995, at 10 a.m., and, unless adjourned earlier, expires on Thursday, June 1, 1995.

SJR1,4,2 (j) Floorperiod. A floorperiod commences on Tuesday, June 13, 1995, at 10 a.m., and, unless adjourned earlier, expires on Thursday, June 29, 1995, but this floorperiod may not be adjourned until the general fund executive budget bill has been passed by one house and concurred in by the other house.

No later than Thursday, August 17, 1995, at 4:30 p.m., the chief clerk of each house shall submit to the governor for executive action thereon all enrolled bills originating in the chief clerk's house and having received final approval by both houses, in regular, extraordinary or special session, on or before August 4, 1995.

SJR1,4,9 (L) Floorperiod. A floorperiod commences on Tuesday, September 19, 1995, at 10 a.m., and, unless adjourned earlier, expires on Thursday, October 5, 1995.

SJR1,4,11 (m) Floorperiod. A floorperiod commences on Tuesday, November 7, 1995, at 10 a.m., and, unless adjourned earlier, expires on Thursday, November 16, 1995.

SJR1,4,16 (n) Bills to governor. No later than Thursday, December 14, 1995, at 4:30 p.m., the chief clerk of each house shall submit to the governor for executive action thereon all enrolled bills originating in the chief clerk's house and having received final approval by both houses, in regular, extraordinary or special session, on or before December 8, 1995.

SJR1,4,18 (o) Floorperiod. A floorperiod commences on Tuesday, January 9, 1996, at 10 a.m., and, unless adjourned earlier, expires on Thursday, February 1, 1996.

SJR1,4,20 (p) Floorperiod. A floorperiod commences on Tuesday, March 5, 1996, at 10 a.m., and, unless adjourned earlier, expires on Thursday, March 28, 1996.

SJR1,4,25 (q) Bills to governor. No later than Thursday, April 25, 1996, at 4:30 p.m., the chief clerk of each house shall submit to the governor for executive action thereon all enrolled bills originating in the chief clerk's house and having received final approval by both houses, in regular, extraordinary or special session, on or before April 19, 1996.

SJR1,5,2 (r) Floorperiod. A floorperiod commences on Tuesday, May 7, 1996, at 10 a.m., and, unless adjourned earlier, expires on Friday, May 17, 1996.

SJR1,5,7 (s) Bills to governor. No later than Thursday, June 20, 1996, at 4:30 p.m., the chief clerk of each house shall submit to the governor for executive action thereon all enrolled bills originating in the chief clerk's house and having received final approval by both houses, in regular, extraordinary or special session, on or before June 14, 1996.

SJR1,5,12 (t) Veto review floorperiod. A floorperiod, limited to review of vetoes or partial vetoes, action on pending nominations for appointments requiring senate confirmation and action on legislation offered under joint rule 82 (1), commences on Tuesday, July 9, 1996, at 10 a.m., and, unless adjourned earlier, expires on Thursday, July 11, 1996.

SJR1,5,17 (u) Last bill to governor. No later than Thursday, July 25, 1996, at 4:30 p.m., the chief clerk of each house shall submit to the governor for executive action thereon all enrolled bills originating in the chief clerk's house and having received final approval by both houses, in regular, extraordinary or special session, on or before July 19, 1996.

SJR1,5,22 (3) Interim period of committee work; no further introductions. Upon the adjournment of the veto review floorperiod, there shall be an interim period of committee work ending on Monday, January 6, 1997. Unless the legislature is convened in one or more extraordinary or special sessions, no additional 1995 legislation may be offered during this interim period of committee work.

SJR1,6,2 (4) End of term. The biennial term of the 1995 legislature ends on the first Monday of January (January 6) in 1997. Pursuant to section 13.02 (1) of the statutes, the inauguration of the members of the 1997 legislature will be on Monday, January 6, 1997.

SJR1, s. 2 Section 2. Notice of 1997 session organization. Notice is hereby given that the biennial session of the 1997 legislature will hold its first meeting, pursuant to section 13.02 (1) of the statutes, on Monday, January 6, 1997, and that the meeting will begin at 2 p.m.
