AB100, s. 261 Section 261. 20.255 (2) (k) of the statutes is amended to read:

AB100,369,12 20.255 (2) (k) Funds transferred from other state agencies; local aids. All Except as provided in par. (ka), all moneys received from other state agencies to carry out the purposes for which received.

AB100, s. 262 Section 262. 20.255 (2) (ka) of the statutes is created to read:

AB100,369,16 20.255 (2) (ka) Funds transferred from the technical college system board; school-to-work programs. All moneys transferred from the appropriation account under s. 20.292 (1) (mn) to carry out the purposes under 20 USC 2301 to 2471.

AB100, s. 263 Section 263. 20.255 (2) (r) of the statutes is amended to read:

AB100,369,22 20.255 (2) (r) Driver education; local assistance. From the transportation fund, the amounts in the schedule to be distributed to school districts which operate driver education courses in accordance with s. 121.41 (1). The distribution shall be made to school districts upon such reports in such form and containing such information as the department of education state superintendent of public instruction requires.

AB100, s. 264 Section 264. 20.255 (2) (s) of the statutes is amended to read:

AB100, s. 267 Section 267. 20.255 (4) (g) of the statutes is renumbered 20.235 (3) (g) and amended to read:

All moneys received from the issuance of solicitor's permits under s. 38.51 39.51 (8) and fees under s. 38.51 39.51 (10) shall be credited to this appropriation.

AB100, s. 268 Section 268. 20.255 (4) (m) of the statutes is renumbered 20.235 (3) (m).

AB100, s. 269 Section 269. 20.265 of the statutes is repealed.

AB100, s. 270 Section 270. 20.275 of the statutes is created to read:

AB100,370,17 20.275 Technology for educational achievement in Wisconsin board. There is appropriated to the technology for educational achievement in Wisconsin board for the following program:

AB100,370,19 (1) Educational technology. (a) General program operations. The amounts in the schedule for general program operations.

AB100,370,25 (es) Principal, interest and rebates; general purpose revenue. A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing subsidized educational technology infrastructure loans to school districts under s. 44.72 (4) and to make full payment of the amounts determined by the building commission under s. 13.488 (1) (m), to the extent that these costs and payments are not paid under par. (h).

AB100,371,3 (et) Grants to cooperative educational service agencies. The amounts in the schedule to award grants to cooperative educational service agencies under s. 44.72 (1).

AB100,371,5 (f) Educational technology block grants. The amounts in the schedule to make payments to school districts under s. 44.72 (2) (b).

AB100,371,7 (g) Gifts and grants. All moneys received from gifts, grants and bequests to carry out the purposes for which made or received.

AB100,371,12 (h) Principal, interest and rebates; program revenue. All moneys received under s. 44.72 (4) (c) to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing subsidized educational technology infrastructure loans to school districts under s. 44.72 (4) and to make full payment of the amounts determined by the building commission under s. 13.488 (1) (m).

AB100,371,16 (L) Equipment purchases and leases. All moneys received from school districts, cooperative educational service agencies and public educational institutions for the purchase or lease of educational technology equipment under s. 44.71 (2) (h), for the purpose of purchasing such equipment.

AB100,371,19 (m) Federal aid. All federal moneys received as authorized under s. 16.54 to be administered and expended in accordance with the provisions of the federal grant or program under which the moneys were received.

AB100,371,21 (u) Educational technology aid. From the common school fund income, the amounts in the schedule to make payments to school districts under s. 44.72 (2) (a).

AB100, s. 271 Section 271. 20.285 (1) (c) of the statutes is amended to read:

AB100,372,4 20.285 (1) (c) Energy costs. The amounts in the schedule to pay for utilities and for fuel, heat and air conditioning, and to pay costs incurred under s. ss. 16.858 and 16.895, including all operating costs recommended by the department of administration that result from the installation of pollution abatement equipment in state-owned or operated heating, cooling or power plants, by or on behalf of the board of regents, and to repay to the energy efficiency fund loans made to the board under s. 16.847 (6).

AB100, s. 272 Section 272. 20.285 (1) (cm) of the statutes is created to read:

AB100,372,7 20.285 (1) (cm) Educational technology. The amounts in the schedule for educational technology projects under s. 36.25 (38).

AB100, s. 273 Section 273. 20.285 (1) (h) of the statutes is amended to read:

AB100,373,2 20.285 (1) (h) Auxiliary enterprises. Except as provided under par. (gm) and subs. (5) (i) and (6) (g), all moneys received by the university of Wisconsin system for or on account of any housing facility, commons, dining halls, cafeteria, student union, athletic activities, stationery stand or bookstore, parking facilities or car fleet, or such other auxiliary enterprise activities as the board designates and including such fee revenues as allocated by the board and including such moneys received under leases entered into previously with nonprofit building corporations as the board designates to be receipts under this paragraph, to be used for the operation, maintenance and capital expenditures of activities specified in this paragraph, including the transfer of funds to pars. (kd) and (ke) and to nonprofit building corporations to be used by the corporations for the retirement of existing indebtedness and such other payments as may be required under existing loan agreements, and for optional rental payments in addition to the mandatory rental payments under the leases and subleases in connection with the providing of facilities for such activities. A separate account shall be maintained for each campus, the center system and extension. Upon the request of the extension or any institution or center within the system, the board of regents may transfer surplus moneys appropriated under this paragraph to the appropriation account under par. (kp).

AB100, s. 274 Section 274. 20.285 (1) (hm) of the statutes is amended to read:

AB100,373,5 20.285 (1) (hm) Extension outreach. All moneys collected under s. 94.64 (4) (ar) (a) 3. to be used for university of Wisconsin-extension outreach services.

AB100, s. 275 Section 275. 20.285 (1) (im) of the statutes is amended to read:

AB100,373,13 20.285 (1) (im) Academic student fees. Except as provided in sub. (2) (i) 1., the amounts in the schedule for degree credit instruction, other than for credit outreach instruction sponsored by the University of Wisconsin-Extension, and for funding the cost of any salary increase granted under s. 36.09 (1) (j) 2. or 3. to correct a salary inequity or to recognize competitive factors. Except as provided under pars. (ip), (Lm) and (Ls), all moneys received from academic student fees shall be credited to this appropriation.

AB100, s. 276 Section 276. 20.285 (1) (ip) of the statutes is created to read:

AB100,373,18 20.285 (1) (ip) Extension student fees. Except as provided under pars. (Lm) and (Ls), all moneys received from academic student fees at the University of Wisconsin-Extension, for credit outreach instruction sponsored by the University of Wisconsin-Extension.

AB100, s. 277 Section 277. 20.285 (1) (kp) of the statutes is created to read:

AB100,373,21 20.285 (1) (kp) Student - related activities. All moneys transferred from par. (h) for the one-time, fixed-duration costs of any student-related activity.

AB100, s. 278 Section 278. 20.285 (2) (a) 1. of the statutes is amended to read:

AB100,374,3 20.285 (2) (a) 1. Any moneys in program revenue appropriations to the board of regents for operation may be temporarily transferred to or from any other program revenue appropriation, but any moneys so transferred shall be repaid to the appropriation from which taken before the close of the fiscal year in which the transfer was made. This subdivision does not apply to moneys transferred from the appropriation account under par. (h) to the appropriation account under par. (kp).

AB100, s. 279 Section 279. 20.285 (2) (i) 1. of the statutes is renumbered 20.285 (2) (i) 1. (intro.) and amended to read:

AB100,374,9 20.285 (2) (i) 1. (intro.) Notwithstanding s. 20.001 (3) (a), the amount of the appropriation under sub. (1) (im) for the 1987-88 1997-98 fiscal year and any fiscal year thereafter consists of the amount in the schedule, together with an all of the following:

AB100,374,14 a. An amount equal to not more than the amount by which the expenditure estimate under s. 16.50 (1) for that the appropriation under sub. (1) (im) exceeded actual expenditures from that appropriation for the previous fiscal year, to the extent that sufficient revenues are available in the appropriation account under sub. (1) (im) to finance this appropriation.

AB100, s. 280 Section 280. 20.285 (2) (i) 1. b. of the statutes is created to read:

AB100,374,18 20.285 (2) (i) 1. b. An amount equal to 5% of the amount in the schedule for the appropriation under sub. (1) (im), to the extent that sufficient revenues are available in the appropriation account under sub. (1) (im) to finance this appropriation.

AB100, s. 281 Section 281. 20.285 (2) (i) 1. c. of the statutes is created to read:

AB100,374,24 20.285 (2) (i) 1. c. In the 2nd fiscal year of a fiscal biennium, an amount equal to 5% of the sum of the amount in the schedule for the appropriation under sub. (1) (im) in the current fiscal year and the amount determined under subd. 1. b. for the previous fiscal year, to the extent that sufficient revenues are available in the appropriation account under sub. (1) (im) to finance this appropriation.

AB100, s. 285 Section 285. 20.315 (1) (a) of the statutes is repealed.

AB100, s. 286 Section 286. 20.315 (1) (q) of the statutes is amended to read:

From the conservation fund, the amounts in the schedule for general program operations, including the cost of the actual and necessary expenses incurred by the members of the commission and members of the advisory committees in the performance of their duties under s. 14.82 (1).

AB100, s. 290 Section 290. 20.320 (1) (c) of the statutes is amended to read:

AB100,376,6 20.320 (1) (c) (title) Principal repayment and interest — clean water fund program. A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in transferring moneys from s. 20.866 (2) (tc) to the clean water environmental improvement fund for the purposes specified in s. 25.43 (3) of the clean water fund program under s. 281.58.

AB100, s. 291 Section 291. 20.320 (1) (q) of the statutes is amended to read:

AB100,376,16 20.320 (1) (q) (title) Clean water fund program revenue obligation funding. As a continuing appropriation, all proceeds from revenue obligations issued under subch. II or IV of ch. 18, as authorized under s. 281.59 (4) and deposited in the fund in the state treasury created under s. 18.57 (1), providing for reserves and for expenses of issuance and management of the revenue obligations, and the remainder to be transferred to the clean water environmental improvement fund for the purposes specified in s. 25.43 (3) of the clean water fund program under s. 281.58. Estimated disbursements under this paragraph shall not be included in the schedule under s. 20.005.

AB100, s. 292 Section 292. 20.320 (1) (r) of the statutes is amended to read:

AB100,376,22 20.320 (1) (r) (title) Clean water fund program repayment of revenue obligations. From the clean water environmental improvement fund, a sum sufficient to repay the fund in the state treasury created under s. 18.57 (1) the amount needed to retire revenue obligations issued under subch. II or IV of ch. 18, as authorized under s. 281.59 (4).
