From the general fund, all moneys not otherwise appropriated that are received from private or public sources, other than state agencies and the federal government, for facilities, materials or services provided by the department relating to the management of the state's water resources and the state's fishery resources to pay for expenses associated with those facilities, materials or services.

The department shall allocate $300,000 in each fiscal year from this appropriation for grants under s. 281.65 (8) (cm).
