All moneys received under ss. 45.356 (9) (b) and 45.79 (7) (a) and (c) for the purpose of providing loans under the personal loan program under s. 45.356 and for the payment of expenses and other payments as a consequence of being a mortgagee or owner under s. 45.351 (2), 1995 stats., s. 45.352, 1971 stats., s. 45.356, 1995 stats., and s. 45.80, 1989 stats.

AB100, s. 662 Section 662. 20.485 (2) (yo) of the statutes is created to read:

All moneys received from repayments of loans and payments of interest on loans made under s. 45.356 and the net proceeds from the sale of mortgaged properties related to those loans for the payment of debt service costs for moneys received under s. 45.356 (9) (b) or 45.79 (7) (a).

AB100, s. 663 Section 663. 20.485 (3) (u) of the statutes is repealed.

AB100, s. 664 Section 664. 20.485 (4) (f) of the statutes is created to read:

A sum sufficient to reimburse s. 20.866 (1) (u) for the payment of principal and interest costs incurred in financing the acquisition, construction, development, enlargement or improvement of veterans cemeteries provided under s. 20.866 (2) (z).

AB100, s. 665 Section 665. 20.485 (4) (r) of the statutes is amended to read:

AB100,446,5 20.485 (4) (r) Cemetery energy costs. From the veterans trust fund, the amounts in the schedule to be used at the veterans memorial cemeteries operated under s. 45.358 for utilities and for fuel, heat and air conditioning and for costs incurred by or on behalf of the department of veterans affairs under s. ss. 16.858 and 16.895.

AB100, s. 666 Section 666. 20.490 (5) (t) of the statutes is created to read:

AB100,446,10 20.490 (5) (t) Recycling fund transfer for brownfields redevelopment. From the recycling fund, as a continuing appropriation, the amounts in the schedule to be transferred to the Wisconsin development reserve fund under s. 234.93 for the program under s. 234.88.

AB100, s. 667 Section 667. 20.505 (1) (is) of the statutes is amended to read:

AB100,446,16 20.505 (1) (is) Information technology processing services to nonstate entities. All moneys received from local governmental units and entities in the private sector for provision of computer services, telecommunications services and supercomputer services under s. 16.973 (2) and (3) or under s. 196.218 (4r) (c) 4., to be used for the purpose of providing those services.

AB100, s. 668 Section 668. 20.505 (1) (ja) of the statutes is amended to read:

AB100,446,21 20.505 (1) (ja) Justice information systems. The amounts in the schedule for the development and operation of automated justice information systems under s. 16.971 (9). Eighty percent Four-sevenths of the moneys received under s. 814.635 (1) shall be credited to this appropriation account.

AB100, s. 669 Section 669. 20.505 (1) (ka) of the statutes is amended to read:

AB100,447,7 20.505 (1) (ka) Materials and services to state agencies and certain districts. The amounts in the schedule to provide services primarily to state agencies or local professional baseball park districts created under subch. III of ch. 229, other than services specified in pars. (im), (is) and (kb) to (kr) (ks) and subs. (2) (k) and (5) (ka), and to repurchase inventory items sold primarily to state agencies or such districts. All moneys received from the provision of services primarily to state agencies and such districts and from the sale of inventory items primarily to state agencies and such districts, other than moneys received and disbursed under pars. (im), (is) and (kb) to (kr) (ks) and subs. (2) (k) and (5) (ka), shall be credited to this appropriation account.

AB100, s. 670 Section 670. 20.505 (1) (kc) of the statutes is amended to read:

AB100,447,16 20.505 (1) (kc) Capital planning and building construction services. The amounts in the schedule to provide capital planning services under s. 13.48 (5) and building construction services under subch. V of ch. 16 on behalf of state agencies and local professional baseball park districts created under subch. III of ch. 229. The secretary of administration shall credit moneys transferred to this appropriation account under s. 229.85 (3) and may credit moneys received for the provision of building construction and capital planning services on behalf of state agencies and such districts to this appropriation account.

AB100, s. 671 Section 671. 20.505 (1) (kp) of the statutes is created to read:

AB100,447,22 20.505 (1) (kp) Interagency assistance; justice information system. The amounts in the schedule for the development and operation of automated justice information systems under s. 16.971 (9). All moneys transferred from the appropriation account under sub. (6) (pc) shall be credited to this appropriation account.

AB100, s. 672 Section 672. 20.505 (1) (ks) of the statutes is created to read:

AB100,448,2 20.505 (1) (ks) Land information; state agency support. All moneys received from assessments levied against state agencies under s. 16.966 for the functions of the department relating to land information under s. 16.967 and the functions of the Wisconsin land council under s. 16.023.

AB100, s. 673 Section 673. 20.505 (1) (q) of the statutes is created to read:

AB100,448,6 20.505 (1) (q) Geographic information systems. From the recycling fund, the amounts in the schedule for development and maintenance of geographic information systems under s. 16.967 (3) (f).

AB100, s. 674 Section 674. 20.505 (1) (s) of the statutes is created to read:

From the universal service fund, a sum sufficient to pay under s. 196.218 (5) (a) 5., any amounts due telecommunications providers under contracts with the department under s. 16.974 (7) to the extent that these amounts are not paid from the appropriation under par. (is).

AB100, s. 675 Section 675. 20.505 (1) (v) of the statutes is amended to read:

AB100, s. 676 Section 676. 20.505 (1) (x) of the statutes is amended to read:

As a continuing appropriation, from the clean water fund program federal revolving loan fund account in the clean water environmental improvement fund, the amounts in the schedule for general program operations of the clean water fund program under s. 281.58 or 281.59.

AB100, s. 677 Section 677. 20.505 (1) (y) of the statutes is created to read:

AB100,449,5 20.505 (1) (y) General program operations — safe drinking water loan program; federal funds. As a continuing appropriation, from the safe drinking water loan program federal revolving loan fund account in the environmental improvement fund, the amounts in the schedule for general program operations of the safe drinking water loan program under s. 281.59 or 281.61.

AB100, s. 678 Section 678. 20.505 (3) (a) of the statutes is amended to read:

AB100,449,14 20.505 (3) (a) General program operations. The amounts in the schedule for the expenses of committees created by law or executive order, for the state's contribution to the advisory commission on intergovernmental relations, and for state membership dues and travel expenses and miscellaneous expenses for state participation in the Education Commission of the States under s. 39.76, Midwestern Higher Education Compact under s. 39.80, Northeast Midwest Institute, Council of Great Lakes Governors, Great Lakes Commission, and such other national or regional interstate governmental bodies as the governor determines.

AB100, s. 683 Section 683. 20.505 (4) (ig) of the statutes is renumbered 20.505 (1) (ig) and amended to read:

The amounts in the schedule for the land information board department to provide technical assistance to counties and to conduct educational seminars, courses or conferences under s. 16.967 (9). The All charges paid by the counties and participants in educational seminars, courses and conferences under s. 16.967 (9) shall be credited to this appropriation account.

AB100, s. 684 Section 684. 20.505 (4) (im) of the statutes is renumbered 20.505 (1) (i) and amended to read:

AB100,450,14 20.505 (1) (i) (title) Land information board; aids to counties. From the moneys received by the land information board department under s. 59.72 (5) (a), all moneys not appropriated under par. (ie) for the purpose of providing aids to counties for land information projects under s. 16.967 (7).

AB100, s. 685 Section 685. 20.505 (4) (kp) of the statutes is amended to read:

AB100,450,21 20.505 (4) (kp) Hearings and appeals fees. The amounts in the schedule for hearings and appeals services to the departments department of health and family services and under s. 227.43 (1) (bu), the department of industry, labor and job development under s. 227.43 (1) (by) and to all agencies under s. 227.43 (1m). All moneys received from the fees charged under s. 227.43 (3) (c) and, (d) and (e) shall be credited to this appropriation account.

AB100, s. 686 Section 686. 20.505 (5) (ka) of the statutes is amended to read:

AB100,451,12 20.505 (5) (ka) Facility operations and maintenance; police and protection functions. The amounts in the schedule for the purpose of financing the costs of operation of state-owned or operated facilities that are not funded from other appropriations, including custodial and maintenance services; minor projects; utilities, fuel, heat and air conditioning; costs incurred under s. ss.16.858 and 16.895 by or on behalf of the department; repayment to the energy efficiency fund loans made to the department under s. 16.847 (6); and supplementing the costs of operation of child care facilities for children of state employes under s. 16.841; and for police and protection functions under s. 16.84 (2) and (3). All moneys received from state agencies for the operation of such facilities, parking rental fees established under s. 16.843 (2) (bm) and miscellaneous other sources, all moneys received from assessments under s. 16.895, all moneys received for the performance of gaming protection functions under s. 16.84 (3), and all moneys transferred from the appropriation account under s. 20.865 (2) (e) for this purpose shall be credited to this appropriation account.

AB100, s. 687 Section 687. 20.505 (6) (g) of the statutes is amended to read:

AB100,452,2 20.505 (6) (g) Anti-drug enforcement program, penalty assessment — local. All moneys received from the penalty assessment surcharge on court fines and forfeitures as allocated under s. 165.87 (1) to match federal funds made available under subtitle K of title I of P.L. 99-570, except as provided in par. (h) and s. 20.410 (3) (jk). The executive staff director of the office of justice assistance may transfer moneys not needed as matching funds under this paragraph to par. (h). The secretary of administration shall transfer $450,000 from this paragraph to s. 20.410 (3) (jk) in each fiscal year. The secretary of administration shall transfer $200,000 in fiscal year 1995-96 1997-98 and $200,000 in fiscal year 1996-97 1998-99 from this paragraph to the appropriation account under s. 20.455 (2) (k) for a drug enforcement tactical intelligence unit and shall transfer $948,800 in fiscal year 1998-99 from this paragraph to the appropriation account under s. 20.455 (2) (k) for a drug enforcement strategic intelligence unit.

AB100, s. 688 Section 688. 20.505 (7) (jf) of the statutes is amended to read:

AB100,452,8 20.505 (7) (jf) (title) Mobile home parks , dealers and salespersons. The amounts in the schedule for the licensing and regulation of mobile home parks under s. 16.366 and the regulation of mobile home dealers and salespersons under subch. VI of ch. 218. All moneys received under s. 16.366 and subch. VI of ch. 218 shall be credited to this appropriation.

AB100, s. 689 Section 689. 20.505 (7) (ji) of the statutes is repealed.

AB100, s. 690 Section 690. 20.505 (8) (title) of the statutes is repealed.

AB100, s. 691 Section 691. 20.505 (8) (a) of the statutes is renumbered 20.505 (1) (ab), and 20.505 (1) (ab) (title), as renumbered, is amended to read:

AB100, s. 692 Section 692. 20.505 (9) (a) of the statutes is amended to read:

The As a continuing appropriation, the amounts in the schedule for the administrative expenses of the college tuition prepayment program under s. 16.24, including the expense of promoting the program. No funds may be encumbered from this appropriation after June 30, 1997.
