AB100-engrossed,32,23 13.58 (5) (b) 4. With the concurrence of the joint committee on finance, direct the department of administration to report semiannually to the committee and the joint committee on finance concerning any specific information technology system project which is being designed, developed, tested or implemented and which the committees anticipate will have a total cost to the state exceeding $1,000,000 in the current or any succeeding fiscal biennium. The report shall include all of the following:

AB100-engrossed,33,2 b. The scheduled, estimated and actual completion dates for each major stage and substage of the project.

AB100-engrossed,33,6 d. An evaluation of the project, including any problems encountered or risks associated with proceeding to the next stage of the project, if any.

AB100-engrossed, s. 14g Section 14g. 13.90 (1) (intro.) of the statutes is amended to read:

AB100-engrossed,35,15 13.94 (1) (em) Annually conduct a financial audit of the state lottery, and, to the extent of the department of revenue's participation, of any multistate multijurisdictional lotteries in which the state participates under ch. 565, and biennially conduct a performance audit of the state lottery and, to the extent of the department of revenue's participation, of those multistate multijurisdictional lotteries, as provided in s. 565.37 (1). The legislative audit bureau shall file a copy of each audit report under this paragraph with the department of justice and with the distributees specified in par. (b).

The audit shall evaluate the effects of the program on the quality of elementary and secondary education in this state, including all of the following:

AB100-engrossed, s. 18m Section 18m. 13.96 of the statutes is created to read:

AB100-engrossed,36,14 13.96 Integrated legislative information system staff. There is created a service agency known as the "Integrated Legislative Information System Staff", headed by a director. The integrated legislative information system staff shall be strictly nonpartisan and shall at all times observe the confidential nature of the data and information originated, maintained or processed by electronic equipment supported by it.

AB100-engrossed,36,17 (1) Duties of the staff. The integrated legislative information system staff shall provide and coordinate information technology support and services to the legislative branch.

AB100-engrossed,36,19 (2) Duties of the director. The director of the integrated legislative information system staff shall:

AB100-engrossed,36,21 (b) Employ, train and supervise the personnel assigned to the director.

AB100-engrossed,36,23 (c) Supervise all expenditures of the integrated legislative information system staff.

AB100-engrossed,36,25 (d) Oversee the execution and completion of all contracts for legislative information technology-related equipment, software or services.

AB100-engrossed,37,2 (e) Plan for and execute such electronic information programs and services as are needed within the legislative branch.

AB100-engrossed,37,4 (f) Participate in such midwest and national meetings and organizations as will benefit the operations of the integrated legislative information system staff.

AB100-engrossed, s. 19m Section 19m. 14.015 (2) (c) of the statutes is created to read:

AB100-engrossed, s. 20 Section 20. 14.017 (2) of the statutes is amended to read:

AB100-engrossed,37,23 14.017 (2) State council on alcohol and other drug abuse. There is created in the office of the governor a state council on alcohol and other drug abuse consisting of the governor, the attorney general, the secretary of education state superintendent of public instruction, the secretary of health and social services, the commissioner of insurance, the secretary of corrections, the secretary of transportation and the chairperson of the pharmacy examining board, or their designees; a representative of the controlled substances board; a representative of any governor's committee or commission created under subch. I of ch. 14 to study law enforcement issues; 6 members, one of whom is a consumer representing the public at large, with demonstrated professional, research or personal interest in alcohol and other drug abuse problems, appointed for 4-year terms; a representative of an organization or agency which is a direct provider of services to alcoholics and other drug abusers; a member of the Wisconsin County Human Service Association, Inc., who is nominated by that association; and 2 members of each house of the legislature, representing the majority party and the minority party in each house, chosen as are the members of standing committees in their respective houses. Section 15.09 applies to the council.

AB100-engrossed, s. 21m Section 21m. 14.017 (3) of the statutes is created to read:

AB100-engrossed,38,2 14.017 (3) Standards development council. (a) There is created in the office of the governor a standards development council consisting of all of the following:

AB100-engrossed,38,3 1. The lieutenant governor, who shall serve as chairperson of the council.

AB100-engrossed,38,5 2. A representative of the department of public instruction appointed by the state superintendent of public instruction.

AB100-engrossed,38,8 3. The chairpersons of the committees in the assembly and senate whose subject matter is elementary and secondary education or members of those committees designated by the chairpersons.

AB100-engrossed,38,10 4. The ranking minority member of each of the committees under subd. 3. or members of those committees designated by the ranking minority members.

AB100-engrossed,38,12 5. One member appointed by the governor to serve at the pleasure of the governor.

AB100-engrossed,38,13 (b) Section 15.09 applies to the standards development council.

AB100-engrossed, s. 22 Section 22. 14.20 of the statutes is created to read:

AB100-engrossed,38,15 14.20 Literacy improvement. (1) In this section:

AB100-engrossed,38,16 (a) "Local governmental unit" has the meaning given in s. 16.97 (7).

AB100-engrossed,38,17 (b) "Nonprofit organization" has the meaning given in s. 108.02 (19).

AB100-engrossed,38,20 (2) From the appropriation under s. 20.525 (1) (f), the governor may provide a grant to any local governmental unit or nonprofit organization for support of a literacy improvement program.

AB100-engrossed,38,24 (3) The governor shall cooperate with the department of administration in providing free books to organizations under s. 16.23 (1) and in seeking resources from foundations and private donors to support the department's function under s. 16.23 (2).

AB100-engrossed,39,3 (4) The governor shall accept requests from organizations qualifying under s. 16.23 (1) to receive free books and forward them to any organization with which the department of administration contracts under s. 16.23 (1).

AB100-engrossed, s. 23d Section 23d. 14.23 of the statutes is created to read:

AB100-engrossed,39,11 14.23 Standards development council. (1) By the effective date of this subsection .... [revisor inserts date], the governor shall submit to the standards development council pupil academic standards in mathematics, science, reading and writing, geography and history. The council shall review the standards and may modify them. By September 15, 1997, or within 30 days after the effective date of the subsection .... [revisor inserts date], whichever is later, the council shall transmit its recommended standards to the governor.

AB100-engrossed,39,14 (2) The governor shall approve or disapprove the recommended standards within 30 days after receiving them under sub. (1). If the governor approves the standards, he or she may issue the approved standards as an executive order.

AB100-engrossed,39,17 (3) The council shall periodically review the standards issued under sub. (2) and may recommend changes to the governor. If the governor approves the changes he or she may issue them as an executive order.

AB100-engrossed, s. 23j Section 23j. 14.26 (5g) (c) of the statutes is amended to read:

AB100-engrossed,39,21 14.26 (5g) (c) Accept gifts, grants, bequests or donations of personal services. All moneys received under this paragraph after September 30, 1998, shall be deposited in the historical legacy trust fund.

AB100-engrossed, s. 23k Section 23k. 14.26 (5g) (e) of the statutes is amended to read:

AB100-engrossed,39,24 14.26 (5g) (e) License products. All moneys received under this paragraph after September 30, 1998, shall be deposited in the historical legacy trust fund.

AB100-engrossed, s. 23m Section 23m. 14.26 (5g) (f) of the statutes is created to read:

AB100-engrossed, s. 23p Section 23p. 14.26 (6) of the statutes is amended to read:

AB100-engrossed,40,9 14.26 (6) The commission shall complete its activities and submit a final report regarding its activities to the governor, and to the legislature under s. 13.172 (2) no later than June 1, 1999. Upon acceptance of the report by the governor, the The commission shall cease to exist on July 1, 1999.

AB100-engrossed, s. 24 Section 24. 14.40 (1) of the statutes is amended to read:

AB100-engrossed,40,17 14.40 (1) Annually not later than July 1, each legislative, administrative and judicial agency of the state government shall submit to the secretary of state a list of all positions within that agency outside the classified service and above the clerical level, excluding the faculties under the jurisdiction of the board of regents of the University of Wisconsin System and the department of education public instruction, which are filled by appointment, and the term if there is one, together with the name of the incumbent and the date of his or her appointment.

AB100-engrossed, s. 25 Section 25. 14.563 (title) of the statutes is repealed.

AB100-engrossed, s. 26 Section 26. 14.563 (1) of the statutes is renumbered 15.103 (4) and amended to read:

AB100-engrossed,40,24 15.103 (4) Division of trust lands and investments. There is created a division of trust lands and investments which is attached to the office of the state treasurer department of administration under s. 15.03. This division is under the direction and supervision of the board of commissioners of public lands.
