SB530,6,24 21(5) Implementation of certain service expansion. The initial plan established
22under this section shall include recommendations necessary to implement the
23extension of Amtrak service between the cities of Milwaukee and Green Bay and
24between the cities of Milwaukee and Madison.

1(6) Initial service expansion recommendations. The initial plan established
2under this section shall include recommendations on all of the following:
SB530,7,43 (a) Additional service for the route between the cities of Chicago, Milwaukee,
4La Crosse and St. Paul.
SB530,7,65 (b) Establishment of a south suburban passenger station in the vicinity of the
6Milwaukee International Airport with shuttle transportation to the airport.
SB530,7,87 (c) Extension of current Chicago-Kenosha commuter rail service between the
8cities of Kenosha and Chicago.
SB530,7,109 (d) Reinstatement of commuter rail service between the cities of Milwaukee
10and Watertown.
SB530,7,1111 (e) Establishment of a suburban passenger station at the city of Brookfield.
SB530,7,1412 (f) Establishment of a passenger train operating between the cities of St. Louis
13and Minneapolis-St. Paul along a route between the cities of La Crosse, Prairie du
14Chien and other cities in the western portion of this state.
SB530,7,1615 (g) The feasibility of arranging for dedicated bus service from points served by
16bus to existing passenger trains.
SB530,7,19 17(7) Long-range studies. The department shall, within the first 5 years of the
18initial plan established under this section, study the feasibility of and make
19recommendations regarding all of the following:
SB530,7,2120 (a) Restoration of passenger rail service between the cities of Chicago and
21Minneapolis-St. Paul along a northern route through this state.
SB530,7,2222 (b) Restoration of passenger rail service to the city of Wausau.
SB530,7,2423 (c) Utilization of the remaining rail lines in the Milwaukee metropolitan area
24for passenger rail service.

1(d) Establishment of weekend rail service between the city of Chicago and
2major tourism and resort areas in this state.
SB530,8,43 (e) Extension of passenger rail service between the cities of Milwaukee and
4Green Bay along a route that includes the cities of Sheboygan and Manitowoc.
SB530,8,65 (f) Coordinating service extensions and funding with neighboring states and
6provinces.
SB530,8,87 (g) Rebuilding rail lines on abandoned rights-of-way or on improved
8alignments capable of higher speed operation.
SB530,8,109 (h) Continuation of passenger rail service between the cities of Burlington, and
10Antioch, Illinois.
SB530,8,1211 (i) Extension of passenger rail service between the cities of Chicago and
12Madison along a route that includes the cities of Beloit and Janesville.
SB530,8,14 13(8) Required considerations. In establishing and maintaining the plan under
14this section, the department shall consider all of the following:
SB530,8,1615 (a) The extent to which parties other than Amtrak may and should operate all
16or portions of passenger rail transportation within this state.
SB530,8,1817 (b) The extent to which this state may and should preserve rights-of-way
18outside this state for the development of passenger rail service within this state.
SB530,8,2119 (c) The extent to which the participation of neighboring states and provinces
20is necessary or desirable in order to enhance passenger rail transportation between
21this state and the principal cities of neighboring states and provinces.
SB530,9,2 22(9) Public involvement. In developing, maintaining and updating the state
23passenger rail plan, the department shall provide for a participatory planning
24process to ensure that interested parties throughout this state have an opportunity

1to comment and that the department receives a range of comment representing the
2diverse interests in this state.
SB530, s. 3 3Section 3. 85.055 of the statutes is created to read:
SB530,9,6 485.055 Passenger rail projects. (1) Definition. In this section, "passenger
5rail project" means a project that involves intercity or commuter passenger rail
6service.
SB530,9,10 7(2) Planning. In preparation for future passenger rail projects, the department
8may perform preliminary engineering and design work and studies, but no
9passenger rail project may be otherwise assisted or constructed unless the project is
10contained in a list under this section.
SB530,9,17 11(3) Biennial proposals. With its 1999-2001 biennial budget request to the
12department of administration under s. 16.42, the department shall propose a list of
13passenger rail projects. Biennially thereafter, the department shall request
14adjustments to the list of passenger rail projects as listed projects are completed and
15new projects are ready for assistance or construction. The department shall submit
16its biennial proposals for passenger rail projects to the passenger rail projects
17commission for review and recommendation as provided under s. 13.505.
SB530, s. 4 18Section 4. Initial applicability.
SB530,9,2119 (1) Passenger rail projects. The treatment of section 85.055 (2) of the statutes
20first applies to work on passenger rail projects, other than preliminary engineering
21and design work and studies, begun on the effective date of this subsection.
