relating to: repealing the

3staff (suggested as remedial legislation by the legislative council staff).
Analysis by the Legislative Reference Bureau
Present law provides that the director of the legislative council staff appointed
by the council under s. 13.81 (4), 1985 stats., prior to August 1, 1987, shall continue
to serve at the pleasure of the council for the duration of her tenure as director. This
bill repeals that provision.

The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
Law revision committee prefatory note: This bill is a remedial legislation
proposal, requested by the legislative council staff and introduced by the law revision
committee under s. 13.83 (1) (c) 4., stats. After careful consideration of the various
provisions of the bill, the law revision committee has determined that this bill makes
minor substantive changes in the statutes, and that these changes are desirable as a
matter of public policy.

1. 13.90 (1m) (c) of the statutes is repealed.
Note: Prior to the enactment of
1987 Wisconsin Act 27, the director of the
legislative council staff was appointed by, and served at the pleasure of, the legislative
council. The heads of the other legislative service agencies were appointed by, and served
at the pleasure of, the joint committee on legislative organization (JCLO). Act 27
designated the JCLO as the appointing authority for the director of the legislative council
staff. Act 27 also created s. 13.90 (lm) (c), stats., which is repealed by this bill. Section
13.90 (1m) (c) applied to the then director of the legislative council staff, and clarified that
she continued to serve at the pleasure of the legislative council for the duration of her
tenure as director. That tenure ended on November 21, 1989, thus making s. 13.90 (1m)
(c) superfluous.
