This bill is explained in the Notes provided by the joint legislative council in
the bill.
The people of the state of Wisconsin, represented in senate and assembly, do
enact as follows:
Prefatory note: This bill was developed by the American Indian study committee
(AISC). The joint legislative council (JLC) is required to create the AISC in each
biennium and the AISC is charged to study the problems of American Indians and
American Indian tribes in this state in various subject areas and to develop specific
recommendations and legislative proposals for the JLC in these areas. [s. 13.83 (3),
stats.]
The AISC consists of the following members appointed by the JLC:
1. Six members selected from names submitted by the American Indian tribes and
bands in this state or the Great Lakes inter-tribal council (GLITC).
2. Eight legislator members of the senate and assembly, including at least one
member of the majority party and one member of the minority party from each house.
This bill changes the name of the AISC to the special committee on state-tribal
relations. It also increases the number of members that the JLC may appoint on the basis
of the recommendations of American Indian tribes and bands and the GLITC, directing
the JLC to appoint not fewer than 6 nor more than 11 such members. It prohibits the JLC
from appointing more than one member based on the recommendation of any one tribe
or band or the GLITC. Under this proposal, each of the 11 tribes and bands in this state
could be represented on the AISC.
In addition, the bill updates the statute under which the AISC functions,
consolidating the provisions of that statute and directing the committee to study "issues
related to American Indians and the American Indian tribes and bands in this state",
rather than "the problems of American Indians and Indian tribes in this state".
