Whereas, professional sports leagues set conditions on the ownership of their
4franchises; and

Whereas, the leagues may forbid community ownership of franchises and some
6leagues have done so; and

Whereas, the Green Bay Packers, a community-owned franchise, have
8conclusively demonstrated the advantages of that kind of ownership, including
9abolition of the possibility of moving the franchise and of the possibility of operating
10the franchise in ways that harm the community; and

Whereas, the Packers have also demonstrated that community-owned teams
12can be financially robust and highly successful on the playing field; now, therefore,

1Resolved by the assembly, the senate concurring, That the members of the
2Wisconsin legislature urge Congress to enact legislation to require all professional
3sports leagues to allow community-owned franchises; and, be it further

4Resolved, That the assembly chief clerk shall provide a copy of this joint
5resolution to each member of this state's congressional delegation.
